Re: Drinkina Water Protection Overlav District
Dear Emily:
Enclosed are the proposed changes that the city staff and the
Springfield utility Board staff are recommended for the
Ordinances presented to the Council on March 6th. You raised a
question as to when the Overlay and Time of Travel Zones apply.
It is the intention that the Ordinance will apply immediately
upon passage. The Ordinance itself will be considered a rezoning
to the DWP Overlay District. I assume we will still be meeting
at 3:30 today unless I hear otherwise from you.

17.050 REVIEW.
(1) A Drinking Water Protection Overlay District
Development Application shall be submitted in instances
(a) through (d) that incltlde affect storage, use,
handling, 'treatment, production, and/or transportation
of hazardous materials or which increase the quantity
of hazardous materials used or produced within the DWP
Overlay District.
17.070 STANDARDS FOR HAZARDOUS MATERIALS WITHIN TIME OF TRAVEL
ZONES

Applications shall comply with the following standards. Where
the following standards are more restrictive than the standards
of the Uniform Fire "Code, the following standards shall" apply:
"HAZARDOUS MATERIALS. Those chemicals or substances which are
physical or health hazards as defined and classified in Article
80 of the Uniform Fire Code as adopted or amended by the city
whether the materials are in usable or waste condition., ""....: ""..:/
