MINUTES OF THE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, MARCH 4, 1996 The City of Springfield Council met in Regular Session in the Springfield City Council Chamber Room, 225 Fifth Street, Springfield, Oregon, on Monday, March 4, at 7:25 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver. Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, Administrative Aide Julie Wilson and members of the staff. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Morrisette. INVOCA TION The invocation was given by Rev. Zane Wilson, Springfield Lutheran Church. SPRINGFIELD UPBEAT . 1. Mayor Morrisette presented the Government Finance Officers Association Award of Certificate of Achievement for Excellence in Financial Reporting and Distinguished Budget Presentation Award to Finance Director Bob Duey. ORDINANCE NO.1 - AN ORDINANCE WITHDRAWING CERTAIN REAL PROPERTY LOCATED IN WESTERN SPRINGFIELD IN THE MENLO PARK NEIGHBORHOOD. SOUTH OF F AIRVIEW DRIVE. NORTH OF N STREET. EAST OF WEST OLYMPIC STREET (T17S R03W S27 MAP 31 PART OF TAX LOT 1300): HERETOFORE ANNEXED TO THE CITY OF SPRINGFIELD FROM THE RAINBOW WATER DISTRICT AND DECLARING AN EMERGENCY. City Planner Julia Powell presented the staff report on this issue. She explained that public hearing numbers one through ten would receive a first reading today and would be scheduled for a second reading on March 18, 1996. The ordinances contained an emergency clause due to the need for a date certain effective date. Council held a detailed discussion regarding the need for an emergency clause and the fact that a second reading would be held. City Attorney Tim Harold and Development Services Director Susan Daluddung provided clarification. . Ms. Powell explained that the Oregon Revised Statutes (ORS 222.520) requires that areas located in the Rainbow Water District which are annexed to the City of Springfield be withdrawn from that district to prevent double taxation. This must be done prior to March 31 st of each calendar year. This property owner requested annexation in order to develop the property for urban use. The subject property was annexed to the City of Springfield on September 19, 1994. The statute also requires that a public hearing be held and public notice be given when withdrawing the property. Public notice was published in the Springfield News two consecutive times prior to this public hearing and notices were posted in five public places. A second reading will be conducted on March 18, however an emergency clause is requested in order to make the March 31 deadline. Mayor Morrisette opened the public hearing. No one appeared to speak. BUSINESS FROM THE AUDIENCE 1. W.G. Willie Combs, 344 Scotts Glen Drive, spoke regarding the capital bond issue and time limits associated with the sale of the bond. He explained that he approached Fire Chief Dennis Murphy, Police Chief Bill DeForrest and Information Services Director Gene Tracy regarding capital bond project issues. He explained had concerns that time lines were not being met. He felt that this issue could be better handled. He stated the committee worked hard on the issue and do not know what happened. . City Manager Mike Kelly explained that on March 13, Council adopted legislation authorizing the sale of approximately $12.3 million in bonds. He provided additional information and answered questions raised by Mr. Combs. He explained that both Council and staff were working jointly on the project and stated that the plans and specifications are in the works for the fire station. He discussed time lines for the project and explained that the fire station should be built within the next 1-1/2 years. Councilor Burge attended a Southern Willamette Private Industry Council meeting. He explained that SWPIC did not renew the contract. . 2. Councilor Shaver provided Council with evaluation forms for review of the City Attorney. He requested that the input forms be returned to the Human Resources Department by March 15. b. Other Business "Regular Council Meeting Minutes March 4, 1996 Page 7 . 1. Councilor Burge discussed the recent Council goal setting session, past goals and upcoming goals. He stated he was not pleased with the goal setting session and felt it was a staff-driven, prebudget briefing session. He stated that the Budget Committee is scheduled to meet in the future and review these issues. He questioned if Council would need to listen to the same issues again during Budget Committee meetings. He stated that during the goal setting session, there was no discussion of 1996 goals. He stated that Council goal setting sessions should be Council driven and not Budget Committee oriented. He stated he was not pleased with the session held this year. Councilor Beyer stated it was unfortunate that goals were not discussed but reminded Council that they did provide input and rated what they wanted to discuss during the goal setting session. City Manager Mike Kelly stated that he could not sense if there was much desire and interest to hold a session this year. Mr. Kelly stated he was lead to believe that the majority of those responding to the input forms considered the discussion of financial projections as a top priority. He explained that the goals were scheduled to be discussed during the session but they ran out of time. Mr. Kelly reminded Council that he asked if they wanted to spend more time discussing goals and the response was negative. . Councilor Burge stated that three or four Councilors did not determine the desires of the entire Council. He again stated goals for 1996 were not established. Councilor Beyer asked if Councilors had desire to revise and/or establish new goals. Mr. Kelly responded explained the process used to determine the agenda for goal setting session. He further stated that Council could schedule a meeting to further discuss and determine goals. Councilor Burge stated that the Mayor and Councilors should sit down and discuss goals. He stated that goal setting sessions were to discuss community needs and prioritize them. Mayor Morrisette stated that staff now had input for the goal setting session next year. Councilor Shaver stated that if there was a change in the Council this next year, they could decide if a goal setting session was needed. He stated that the value to hold an in-depth discussion could be considered alternating years. Councilor Beyer stated that the goals were fiscally driven and this was the time to review anything if needed prior to the budget review. . Councilor Ballew discussed goals from last year and suggested Council discuss the priorities Councilor Burge stated he agreed with Councilor Beyer regarding goals and budget timelines. -Regular Council Meeting Minutes March 4, 1996 Page 8 . Councilor Dahlquist was disappointed that they did not discuss goals during the goal setting session. He explained that the dialogue was between the Council and staff. Much of the discussion was in response to questions from Council. BUSINESS FROM THE CITY MANAGER 1. Budget Transfer Resolution. RESOLUTION NO. I - A RESOLUTION RECOGNIZING GRANTS IN THE SPECIAL REVENUE FUND AND TRANSFERRING AND REAPPROPRIATING FUNDS IN THE GENERAL FUND. THE STREET FUND. THE SEWER OPERATIONS FUND. THE METRO W ASTEW A TER FUND. THE VEHICLE AND EQUIPMENT FUND. THE DEVELOPMENT ASSESSMENTS FUND AND THE DEVELOPMENT PROJECTS FUND. Finance Director Bob Duey presented the staff report on this issue. Several times throughout the fiscal year the Council is requested to make adjustments to the budget to reflect needed changes in planned activities, to recognize new revenues such as grants or to make other required adjustments. The overall financial impact of the regular budget transfer resolution is to recognize $32,330 in grants and to transfer and reappropriate $3,135,535. Mr. Duey reviewed the specific transfers. .
