MINUTES OF THE JULY 17,1995, CONTINUED REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, JULY 24, 1995 The city of Springfield Council met in Regular Session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, July 24, 1995, at 6:00 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Beyer, Burge, Dahlquist (6: 10 p.m.), Maine and Shaver. Councilor Walters was absent (excused). Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, Administrative Aide Julie Wilson and members of the staff. CONSENT CALENDAR IT WAS MOVED BY COUNCILOR BURGE, WITH A SECOND BY COUNCILOR MAINE, TO ADOPT THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0 AGAINST (WALTERS AND DAHLQUIST WERE ABSENT). 1. Minutes a. July 10, 1995 - Joint Meeting with Historic Commission b. July 10, 1995 - Special Meeting c. ORDINANCE NO. 5797 - AN ORDINANCE ADOPTING THE REPORT OF THE CITY -ENGINEER FOR THE CONSTRUCTION OF STREET WIDENING. STREET LIGHTS AND SIDEWALK IMPROVEMENTS FOR SOUTH 69TH PLACE FROM CASCADE DRIVE TO FORSYTHIA STREET AND VICINITY (PROJECT 1-941) AND DECLARING AN EMERGENCY. ITEMS REMOVED FROM THE CONSENT CALENDAR BUSINESS FROM THE CITY COUNCIL 1. Committee Appointments a. Historic Commission. Development Services Director Susan Daluddung presented the staff report. The Historic Commission has two openings on its seven member committee, due to the term expirations of Marvin Glover and Rosemary Schamber. Their terms expired on May 31, 1995, and both are eligible to seek reappointment. A recruitment period was open from July 5 through July 17, 1995 and no other applications were received. Ms. Schamber is a Springfield resident currently residing in the Washburne Historic District. IT WAS MOVED BY COUNCILOR BURGE, WITH A SECOND BY COUNCILOR MAINE, TO REAPPOINT MARVIN GLOVER AND ROSEMARY SCHAMBER TO THE HISTORIC COMMISSION WITH TERMS EXPIRING ON MAY 31, 1999. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0 AGAINST (WALTERS AND DAHLQUIST ABSENT). 2. Other Business a. Councilor Burge referenced discussion held during the Council meeting last week regarding the need to improve gravel streets. He felt there was indication to proceed in an attempt to review possible mechanisms to address and resolve this issue. Councilor Burge indicated that he had discussed this issue with both City Manager Mike Kelly and Public Works Director Dan Brown. He stated that unless there was any objection, he felt it would be appropriate to address this issue within the next six weeks. He suggested the issue be addressed in September or October. He hoped that Mike Kelly, Bob Duey and Dan Brown could work on this along with any other pertinent staff members: b. Councilor Maine explained that Library Director Bob Russell requested that she participate in the selection of the Library Department software. Council concurred with her participation. c. Councilor Shaver explained that a University of Oregon intern, Kathy Smith, will be working with the Public Works Department on a conceptual plan to improve the Gateway area entrances. Council discussed financing issues related to landscaping and it was stated that staff should encourage property owners between Beltline and 105 to enhance and beautify their property. Wetlands were also discussed. BUSINESS FROM THE CITY MANAGER 1. Contract with Formations for Fabrication and Installation of Museum Interpretive Center. Development Services Director Susan Daluddung presented the staff report on this issue. Construction is ready to begin on the Museum Interpretive Center. Formations has completed the design phase of the Interpretive Center project. Another contract must be executed in order for Formations to continue their work through the fabrication and installation phase of the project. Ms. Daluddung stated that according to the City Code, the Council has the flexibility to continue the contractual relationship with Formations through the fabrication and installation phase of the Museum Interpretive Center project without bidding the project. Springfield City Code, Article 14, Section 1, subsection 14, Contracts for Personal Service, allows the city to award "contracts for a subsequent phase of a phased project or activity if the contract is to be made with the person, firm or organization who performed the immediate proceeding phase." DSD recommends continuation of this project with Formations for several reasons: 1) to maintain project continuity; 2) many of the corporations that have awarded funding to the project did so with the understanding that Formations would be doing the fabrication and installation; 3) it is efficient and cost-effective not to have to bring another contractor up to .. ~ . . . Continued Regular Meeting Minutes July 24, 1995 Page 3 speed; and 4) Formations is a full-service exhibit design and fabrication firm, so it is less costly in the long run because they can do all the work in-house. During fabrication and installation, Formations will be responsible for: 1) fabrication of graphics, text, photo panels; 2) construction and installation of building facades; 3) installation of artifacts, facades and information panels; 4) construction of moveable exhibit cases; and 5) project supervision with General Contractor. The city will serve as the General Contractor. The General Contractor will be responsible for: 1) roof replacement; 2) bidding for subcontractor's work; 3) clearing gallery and storing collection; 4) building platforms, headers and exhibit cabinets; 5) electrical, lighting, computer wiring; and 6) painting. Ms. Daluddung also commented the Museum Capital Campaign has raised $216,576 to date (including the $56,000 Challenge Grant from Room Tax funds). Both the Formations contract and work performed by the General Contractor will be paid from the Capital Campaign Fund. IT WAS MOVED BY COUNCILOR BURG, WITH A SECOND BY COUNCILOR BEYER, TO APPROVE A CONTRACT WITH FORMATIONS IN THE AMOUNT OF $106,358 FOR FABRICATION AND INSTALLATION PHASE OF THE MUSEUM INTERPRETIVE CENTER, INCLUDING AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE SUCH CONTRACT. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST. Councilor Maine recognized the Museum Committee and staff members. for theirfundraising efforts and explained she was glad to see the project come together as it had. Development Services Director Susan Daluddung explained that the fundraising efforts would continue to be pursued.
