HomeMy WebLinkAbout12/01/1997 Work Session . . . ....:::1:.., MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL L HELD MONDAY, DECEMBER 1,1997 The City of Springfield council met in work session in the Jesse Maine Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, December 1, 1997, at 6:05 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine, and Shaver. Councilor Ballew was absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins, Development Services Director Susan Daluddung, Community and Economic Development Manager John Tamulonis, and members of staff. 1. Update of the Springfield Economic Development Plan Community and Economic Development Manager John Tamulonis said the Economic Development (ED) Plan was adopted in November 1987. Council previously reviewed the plan and accomplishments in May 1997, and directed staff to provide additional information along with updated objectives and strategies. The draft has been reviewed by community members prior to the work session and was presented for any final council changes prior to its formal adoption. The amended ED plan will guide the city's economic development efforts into the coming millennium. Mr. TamuIonis reviewed the document and highlighted items marked with an asterisk. He said he had spoken with Councilor Dahlquist who provided suggestions including: combining items on page three regarding transportation and not separating rail and 1-5 travel; and the listings beginning on page 10, which outlined the city's development activities since 1984, including the specific development in the McKenzie/Gateway ~rea. Since that area had a one-time unique approach to development, Councilor Dahlquist thought the city should reduce the steps shown and not raise expectations of future companies seeking to locating in Springfield. Mr. TamuIonis reviewed specific sites, quality of life issues and answered questions by council member~. Councilor Shaver cautioned the city not setting their sights too high and ensuring that all services described could be delivered at the current staffing levels. He said the community is no longer in a position of a declining economy. Councilor Burge concurred and said the city should not try to market services or activities which it can not deliver, as so stated in the plan. He thought more definition on some items listed in the plan were also warranted. Councilor Shaver suggested placing phone numbers with information on metropolitan agencies listed in the plan, the current size of the city and metropolitan area, and add language about water quality. Councilor Burge suggested incorporating zoning maps (reduced) into the plan. Council felt listing the number of motel rooms and information about the city's new business motel would be helpful to prospective companies. . . . '. . .. Council asked questions regarding a city web page. Senior Management Analyst Rosie Pryor said the city's department directors are working on the development of a web page. Mr. Kelly clarified a web page may occur soon, but that it would be a static page with basic service information and contact names. He said an interactive page is still in a development phase and would not occur within the next two years. Councilor Shaver suggested contacting the technical team at Springfield High School for assistance in web page design. Councilor Burge asked what the current budget is for economic development services. Mr. Tamulonis replied part of his salary and a small Materials and Services budget, totaling approximately $33,000 per year. He said Development Services Director Susan Daluddung also spends a large portion of her time on economic development issues and that the other portion of his salary/duties is dedicated to community development, including CDBG and housing functions. Ms. Daluddung said staff would incorporate council's comments and bring the final Economic Development Plan back for final approval in the future. Councilor Maine suggested the Chamber of Commerce Futures Committee review the document prior to council's final adoption. Mayor Morrisette provided copies of a proclamation delivered from Eugene City Councilor Bobby Lee and &sked council members to review it. Councilor Shaver spoke of a fax council members received from the Eugene Chamber of Commerce with regards to their purchase of a large building and the possibility that the Eugene/Springfield Metro Partnership and other local businesses or agencies may also lease space.
