MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCIL HELD
MONDAY, MAY 5,1997
The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room,
225 Fifth Street, Springfield, Oregon at 5:35 p.m. with Mayor Morrisette presiding.
ATTENDANCE
Present were Mayor Morrisette and Councilors Ballew, Beyer, Burge, Dahlquist and Shaver.
Councilor Maine was absent (excused). Also present was Assistant City Manager Gino
Grimaldi, City Recorder Eileen Stein, Administrative Aide Shari Higgins, Development Services
Director Susan Daluddung and members of staff. Planning Commission Chair Dan Bedore was
in attendance.
1. Planning Commission Interviews
Council discussed what interview questions would be asked. Mayor Morrisette said there
were 11 applicants to interview, one being a current member of the commission (Jeff Cole)
who is seeking re-appointment.
Council interviewed the following candidates:

Mike Miller
Alisa Carrillo
Council asked the following interview questions:
1. Please tell us about yourself and why you would like to become a member of the Planning
Commission?
2. What education or work experience do you have that would qualify you to serve on the
Planning Commission?
3. If you were to sit in on a Planning Commission Goal Setting Session tomorrow, what goals
or topics would you propose the group accomplish?

4. The Planning Commission has frequent interaction with city staff and the council at times
also. What is your understanding of that role? How does the interaction work?
5. What are your feelings on MDR (Medium Density Residential)?

6. Many of the land use laws are either State or local government mandated and must be
enforced. How would you reconcile your personal opinions and beliefs with the laws?
7. Can you attend the commission meetings and commit the time necessary to fulfill the role?
It was explained that due to changing land use laws and the 120-day rule, that the commission
may need to meet more frequently in the future.
Planning Commission Chair Dan Bedore recommended on behalf of the entire commission,
re-appointment of Jeff Cole. Mr. Cole served one full term and is eligible to serve a second
term. After listening to the interviews, Mr. Bedore stated his preference for Timothy Hovet to
fill the remainder of Randy Harvey's term. Mr. Bedore said Mr. Hovet is a resident of the U
Urban Growth Boundary (UGB), as was Mr. Harvey and is an excellent candidate. He would
bring views of the UGB residents to the commission, Mr. Bedore said.
By consensus, council agreed to re-appoint Jeff Cole to a second, four-year term on the
Planning Commission, expiring May 5, 2001.
,Council discussed the remaining 10 candidates, their interviews and their level of experience
in serving on the commission. By consensus, council agreed to appoint Timothy Hovet to fill
the remainder of the term left vacant by the resignation of Randy Harvey, which expires
September 6, 1998. The appointment would be ratified at the Regular Session meeting
immediately following the Work Session.
ADJOURNMENT
The Work Session was adjourned at 7:27 p.m.
