MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, APRIL 21, 1997 The city of Springfield Council met in Work Session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, April 21, 1997, at 6:30 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist (6:35 p.m.), Maine and Shaver. Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen Stein, Administrative Aide Julie Wilson and members of the staff. 1. Discussion of Tourism and Convention Industry Issues. Economic Development Manager John Tamulonis presented the staff report on this issue. Kari Westlund, Director of the Convention and Visitors Association of Lane County Oregon (CV ALCO) discussed current and future issues that will affect the area's tourism and convention industry. Ms. Westlund reviewed the CV ALCO semi-annual report and commented on some of the more significant issues for sustaining and marketing the tourism and convention industry in Lane County. Ms. Westlund provided council with 1996 statistics related to CV ALCO efforts. She discussed environmental standards, technical tours and Oregon tourism in general. She also discussed the W orId Masters competition previously held in Oregon and how approximately 10,000 athletes will compete at Hayward Field as a result ofthe World Masters event. Ms. Westlund briefly discussed funding provided by Lane County. Councilor Maine said Mr. Tamulonis provided her with an overview regarding the relationship and networking between the Chamber of Commerce, CV ALCO and the city of Springfield and that she appreciated these types of updates. 2. Liquor License Endorsements for the Renewal Period of 1997-98. Community Services Manager Dave Puent and Police Chief Bill DeForrest presented the staff report on this issue. Mr. Puent reviewed the list of license applicants for the renewal period of 1997-98. Chief DeForrest provided police activity reports. On December 19, 1994, council approved Ordinance No. 5768 which established specific criteria to be used when reviewing an application for a license. Council may recommend denial based upon reliable, factual information as it relates to any criteria listed in the ordinance. Mr. Puent explained that some of this information cannot be determined until the actual application is received by staff. However, determination about meeting certain criteria can be made since the criteria relates to the level of police activity associated with the establishment. The staff report included arrest and activity information. Chief DeForrest said police activity at establishments has decreased. Staff recommends pre-authorization by council of all liquor license renewals which would allow staff to issue the licenses in a timely manner. Departments will continue to review and monitor compliance with the applicable criteria prior to issuance of license. Councilor Shaver expressed concerns about Sprengers being open 24 hours per day. Chief DeForrest replied the Oregon Liquor Control Commission (OLCC) has been notified about the problem. Councilor Shaver asked if language could be included to address the hours of operation at Sprengers. Staff stated that serving of alcohol was prohibited between the time period of2:30 a.m.- 7:00 a.m. Chief DeForrest discussed OLCC investigation procedures and enforcement issues. Councilor Burge said he did not support endorsing licensing for Sprengers if they are violating the gentleman's agreement with regards to hours of operation. . Chief DeForrest stated that the Mill Camp has been working with city staff on various issues. Councilor Shaver discussed the staff report and information indicating the Mill Camp continues to lead the State of Oregon in the number of drivers arrested for driving under the influence (DUll) and attribute their drinking to this establishment. Councilor Shaver wondered if a target to reduce the number of DUll's could be imposed as a condition for license renewal next year. Councilor Shaver discussed community safety issues. Chief DeForrest said he usually receives a favorable response from OLCC, although he said there may be some deficiencies as to how OLCC enforcement may work on the regulation side. He said he would keep close contact with OLCC to ensure a positive outcome for Springfield. ADJOURNMENT The meeting was adjourned at 7:10 p.m. Minutes Recorder - Julie Wilson ~. Attest: .
