MINUTES OF THE JOINT MEETING OF THE
SPRINGFIELD CITY COUNCIL AND THE
LIBRARY BOARD HELD
MONDAY, MARCH 24, 1997
The city of Springfield council met in Work Session in the Library Meeting Room, 225 Fifth
Street, Springfield, Oregon, on Monday, March 24, 1997 at 6:05 p.m., with Mayor Morrisette
presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver
Also present were Library Board Members Joanne Arnold, Maryclare Feighan, Alan Goldman,
Bruce Horton, Florence Litzenberger. Also present were City Manager Michael Kelly, Assistant
City Manager Gino Grimaldi, City Recorder Eileen Stein (6:25 p.m.), Administrative Aide Julie
Wilson and members of the staff.
CALL TO ORDER
I. Joint Meeting with the Library Board
Librarian Bob Russell and Debbie Steinman were also present. The council has expressed an
interest in meeting from time to time with its appointed boards, committees and commissions.
The last meeting with the Library Board was held in March, 1994.
Board Chair, MaryClare Feighan discussed the board's role in library services and programs
within the community, including information on the new automated computer program.
Joanne Arnold presented an overview of library programs available along with a handout.
She reviewed circulation, reference, lifelong learning and children's services offered along
with a three year average, monthly average and percentage of adult and children use in each
service area. She also discussed the service areas in detail.
Councilor Burge asked why children use the city library if one is available in schools. Mr.
Russell responded that children use the computers and noted the availability of extensive
research material. He also said the library is a supplement to school libraries and provides a
place to study outside the school or home setting. Other board members discussed the
reasons youth use the library materials. Mr. Russell discussed the extent of the library's
inventory and the types of materials where circulation rates are increasing.
Florence Litzenberger discussed the present and future use of volunteers. Board members and
Mr. Russell discussed how volunteers will be used to a greater extent as a response to Ballot
Measure 47. They also commented on possible options for using volunteers and areas where
it would not be feasible. He indicated the library will be doing more proactive recruitment of
volunteers in the future. Board members and Mr. Russell discussed ways in which the
Friends of the Library assist the library with fundraising and other programs.

Mr. Russell discuss the role of the board in long-range planning. Councilors asked questions
about the scholarship fund, proposed fee increases for residents outside the city limits and the
annual book sale.
ADJOURNMENT
The meeting was adjourned at 7:00 p.m.
