MINUTES OF THE JOINT MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, MARCH 17,1997
The city of Springfield Council held a Joint Meeting in the Jesse Maine Room, 225 Fifth Street,
Springfield, Oregon, on Monday, March 17, 1997, at 6:00 p.m., with Mayor Morrisette
presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist and Shaver.
Councilor Maine was absent (excused). Also present were Arts Commission members Scott
Wylie, Vice Chair Judith Macomber, Nan Kennedy, and Nancy Albro (6:35 p.m.). Also present
were City Attorney Joe Leahy (6:25 p.m.), City Recorder Eileen Stein, Administrative Aide Julie
Wilson and members of the staff.
CALL TO ORDER
1. City Council/Arts Commission Joint Meeting.

Development Services Director Susan Daluddung introduced this item. At the November 4,
1996 joint work session, council requested the Arts Commission return to further discuss the
budgets for individual project proposals made within the parameters of the Arts Plan. Council
reviewed proposals ranging from a new Art Alley mural to a marketing plan and to a
sculpture.
Staff has reviewed the proposals in light of council Room Tax discussion and has four budget
options and three levels of service for council direction.
Ms. Macomber discussed the importance of the Arts Commission to the community. She
discussed the proposals for arts funding. She said the Commission recommended Plan B of
the Room Tax funding proposal be supported.
Ms. Daluddung discussed existing commitments of the Room Tax funds such as the Chamber
of Commerce, Springfield Filbert Festival and the Band Park Shelter. She explained that
approximately $13,000 would be available to fund Plan B with enough money to support
existing commitments to be met.
Councilor Shaver discussed the recent goal setting session council held on March 15. The
council discussed council boards, committees and commissions. He said the council
considered combining boards with other existing boards. He asked if it was possible for the
Arts Commission to be combined with the Library Board or the Museum Board. Ms.
Macomber responded she was not familiar with historical information and did not feel she
could answer the question. She said she would personally be open to combining with the
Library Board. Councilor Beyer was not sure how the combining effort would work.

Nan Kennedy did not say she would not support combining the group with another group but
questioned how it would work.

Councilor Shaver said feedback at this time would be helpful.
Councilor Beyer said the Library Board was staffed by Bob Russell. She said the Library
Board did not require a lot of staffing. He explained if the Arts Commission was combined
with the Library Board, he would continue to staff the Library Board and would have another
staff person be responsible for the Arts Commission staffing.
Scott Wylie said he felt there was a possibility for collaboration in combining the group,
although, he said there were instances where specialized members would be needed in dealing
with specific art or library functions.
Councilor Burge did not see a savings if the groups were consolidated versus not being
consolidated.
Ms. Daluddung explained Ms. Jensen was being stretched to the limit in providing support to
functions as she has been. She explained if Plan B was adopted, regardless of where the
commission was staffed, it could be accomplished.
Councilor Beyer said by combining the commissions it was intent the same staff person staff
both groups.
Councilor Ballew discussed possible prioritizing of Room Tax funding.
Ms. Daluddung explained council would review Room Tax issues next week and would have
a better overview of Room Tax funding requests. Council could consider the option of
appointing the Library to staff and oversee functions of the Arts Commission
Mayor Morrisette acknowledged Ms. Jensen was paid at .5 FTE but provided staffing at 1
FTE.
Mayor Morrisette recognized the Room Tax fund was limited.
Councilor Shaver acknowledged the Arts Commission did tie into Room Tax funding.
Councilor Burge said council always needed to be contentious of not over committing funds.
Ms. Albro said the Commission has provided an important service to the community. She
discussed the importance of providing children with access to art activities. She hoped they
could continue to provide children's activities.
