MONDAY, OCTOBER 14, 1996 The City of Springfield Council met in Work Session in the Libra,ry Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, October 14, 1996, at 7:45 p.m. with Mayor Morrisette presiding. . Present were Mayor Morrisette and Councilors Ballew, Beyer, Burge, Dahlquist, Maine and , Shaver. Also present ~ere City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen'Stein, Administrative Aide Shari Higgins, Management Analyst Len Goodwin and members of staff. Councilor Burge suggested that Circuit City (the new bus.i~ess constructed adjacent to the Gateway Mall) be reminded that their phy'sicaladdress is Springfield and not Eugene. Also, that they are obtaining their building approval from the City of Springfield. . 1. Chapter 2, Springfield City Code CitY Recorder Eileen ,Stein presented the)tem. She introduced Management Analyst Len Goodwin, who reviewed the code section and drafted changes. Mr. Goodwin reviewed items changed In Chapter 2. He explained nothing in the recodification addresses rights of way issues associated with telecommunications. ,He , explained most of the chapter changes refer to technical data and manuals which are no longer' used or have been. amended. By deleting any reference to the data and manuals, the code will not need to be changed as often. Mr. Goodwin explained the deletion of the City regulating , painting house numbers on curbs. In the recodification, the code will become silent on the issue and will no longer provide any type of regulation. , . Mayor Morrisette commented that future changes may need to be made to Article 8, due to changes which are being discussed by the Metropolitan Wastewater Management . Commission (MWMC) relating to rate fees. Councilor Burge encouraged all Council members to read the minutes from the last MWMC meeting .and become involved on the rate Issue. Mayor Morrisette asked when the sign code will be brought to Council for review. Mr. Leahy clarified the sign code is in the Development Code, not the City Code. Council discussed enforcement on the recent plague of small advertising signs. They would like the Planning Commission to review the sign code and then forward information back to them. Councilor Shaver asked Ms. Stein if other chapters should be realigned or revised during the recodification, effort. Ms. Stein replied, that Chapters 2 and 3 will be combined and that other items are'being suggested toeliminate'th~ need for revisions in the future. For example, the City may begin changing fees by resolution versus ordinance~ This would allow fees to change without updating the City Code. This would simplify the process and pro'vide easier research on ordinances that change the code. . . . Ms. Stein replied yes, and explained that staff is currently reviewing electronic indexing and retrieval systems., ' . Mayor Morris~tte clarified that the League of Oregon Cities (LOC) by contract, has been ' updating the City Code. 2. Board. Commission. Committee Attendance Review Ms. Stein 'explained that Councilor Shaver recommended staff check the attendance records for the City's boards, commissions and committees for,the first nine mon~hs of the calendar year, with a report of noticeable absences produced from the findings. Ms. Stein stated staff h.as identified bo'ard, commission and committee me~bers with attendance at 80% ofless and would be willing to send a letter, such as attachmentE, to anyone who is identified as a recipient by the Council. Council discussed ~he criteria of 80% attendance, who the letter' should be sent from and whether or not the wording of the letter was appropriate., Under the 80% criteria" it was ,determined that unless the staffliaison knew.the reasons for the volunteers poor' attendance, , that a letter should be sent. Reasons that would be appropriate were discussed, including, the birth ofa child; an illness in the family or a su'dden conflict with work or family . commitments. After discussion, Council agreed that those identified in the staff report (Attachment A) would receive a letter (Attachment E) unless the staff liaison knew the specific reasons for the attendance level reaching 80% or belowfor their board, commission or committee member. It was agreed thatthe letter would be ~ent from the Mayor and ~hat me~bers would be asked to respond whether or not they would like to continue in their current volunteer position to the City Manager's Office. Councilor Dahlquist suggested a similar letter be produced to recognize those who . ( , , volunteer with perfect attendance re~ords; By consensus, Council agreed and asked staff to also send letters to those who have not missed a meeting during the nine month review period. 3. Proposed State Corrections Facility r City Manager Mike Kelly explained at the October 10, 1996 meeting of the Metropolitan Policy Committee (MPC) the topic of a proposed State Correction Facility being constructed' in the, City of Eugene was discussed. Mr. Kelly stated the City of Eugene has asked.the City . of Springfield to discuss the proposed facility. and its impacts and join them in a response to the. State of Oregon. "" . . .' ;J City of Springfield Work Session - 10/14/96 page three ' Jim Johnson, CitY of Eugene Director of Library, Recreation and Cultural Services was , present. He presented a brief staff report. The City of :gugene has spent much time since the initial siting process was announced by the State of Oregon, researching the impacts that a correctional institution would have on the regional area. Ms. Johnson explained the impact to the sewer and water supply is very large. The water request would require almost all of the Eugene Water and Electric Board's (EWEB) water supply. Mr. Johnson explained the list Of conditions the Eugene City Council compiled regarding the siting of a correctIonal facility located northeast of the Eugen~ Airport. Mr. Johnson explained the Eugene City Council took three actions at a Council m,eeting , earlier in the evening: I) to ask the City of Springfield and Lane County to join them in reviewing the proposed siting location and issues surrounding the siting, 2) to ask a member of the Springfield City'Council and the L,ane County Board ofCorhmissioners tojoin Eugene Couqcilor Laue in approaching the State of Oregon, and 3) they passed a resolution expressing their disapproval of the Eugene site at this time. . , Council asked Mr. Johnson questions regarding the water usage and requested land amount., Mr,. Johnson stated the, City of Eugene needs more information and based their resolution language on their lack of information. Mr. Johnson asked the Council to adopt a similar resolution against the siting of the correctional facility, based' on'the need for more. , information from the State of Oregon. He also asked that a member of the Council agree to serve on the intergovernmental 'committee who will seek the information necessary to base a firm decision. Mr. Johnson stated the City of Eugene would like to negotiate a proposal with the State of Oregon that would have the least amount of impaCt on the area. . Mr. Kelly stated there are two sides to every issue and he told Council that all information, either in support of or deni~1 of the facility would be presented to them. He addressed the information provided as Attachment I of the report, which was also distributea at the MPC meeting. , . , , Mayor Morrisette asked Councilor Maine to give he'r overview of the last Public Safety Coordinating Council (PSCC) meeting~ Councilor Maine provided more infOrmation regarding the request and stated she did notfeel comfortable saying no to the siting without . first receiving additional information. She reminded Council that part of the population from' this area would use the new facility'. . Councilor Burge stated he would like to hear the State of Oregon 'presentation. He expressed concern over the purchase and use of additional land than needed to build the facility. He felt that taking a position at thIS point would be premature, but agreed with Mr. Johnson that . more information should be obtain and discussed. .. . ,. . ~ .._t ./ "'-'-- City of Springfield . .Work Session -,10/14/96 p,age four Councilor Shaver stated the regional area should take some responsibility for the construction of a facility that would house many people from the regional area. ,He suggested the need for more information before any consent is given. ' . Mayor Morrisette feltthe City of Springfield should adopt a resolution in support of Eugtme's position. He proyided additional information which he received at the October MPC meeting. , .' . By consensus, Council agreed to voice'support for the City of Eugene with,a lett~r addressed to the Mayor, 'written by Mr.. Kelly. Council agreed to the language which would be/included in the letter, and agreed to support a resolution patterned after the City of Eugene's at their , - October 21, regular meeting. 'Council also agreed that Councilor Burge would be the City's . representative on the intergovernmental committee that will assist in the negotiation process with the State of Oregon. .
