MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, APRIL 15, 1996 The City of Springfield Council met in Work Session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, April 15, 1996, at 6:43 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver. Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, Administrative Aide Julie Wilson and members of the staff. 1. Land Use Application Fees. Planning Manager Greg Mott presented the staff report on this issue. At the conclusion of their March 11, 1996 work session discussion ofland use application fees, the Council directed staff to come back with figures showing progressive increasing cost recovery to process land use applications, beginning at 50% and continuing to 100% cost recovery at 5% increments. This computation has been performed and is found in the agenda packet. Attachment 2 identifies the application code number with the type of application. Postage remains fixed at $50 dollars for Type I and II applications and $100 dollars for Type III and IV applications. The spreadsheet identifies the average cost for the average specific land use application. The current fees and postage are also included. The figures across the page under each cost recovery percentage indicate what the fee should be to achieve a particular percentage of cost recovery. Most of the current planning fees were established in 1992 and were based on Council's direction to achieve 50% cost recovery. Several fees result in cost recovery exceeding 50%. In most instances this is a result of processing so few of these applications since the last evaluation that it is difficult to establish an average. In the case of vacations, for example, the majority of the fee pays for four consecutive weeks of legal notice in the newspaper which can easily approach 50% cost recovery. This is primarily attributable to a greater frequency of this type of application, inherent complexity of this type of application, and changes to the Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) that add time or other costs to the review process. Council discussed the possibility of establishing a higher percentage of cost recovery. Councilor Maine hoped the policy could reflect actual actions taken and felt the bulk of the work was already at 47%. She felt 50% cost recovery and was not sufficient, but needed additional time to review this matter. Councilor Burge did not support subsidizing areas outside the city limits. He suggested increases in cost recovery which would offer an incentive on development within the city and benefit to those who paid taxes. Outside the city limits, he supported 100% cost recovery.
