Site Tour
TOUR OF HOUSING PROGRAMS BY
THE SPRINGFIELD CITY COUNCIL ON
MONDAY, APRIL 8,1996
The City of Springfield Council met at Springfield City Hall, 225 Fifth Street, Springfield,
Oregon, on Monday, April 8, 1996, at 5:35 p.m. to tour housing rehabilitation programs
throughout the city.
ATTENDANCE
Present were Mayor Morrisette and Councilors Ballew, Beyer, Burge, Dahlquist and Shaver.
Councilor Maine was absent (excused.) Also present were City Manager Mike Kelly, Assistant
City Manager Gino Grimaldi, Development Services Director Susan Daluddung, Housing
Programs Specialist Vern Delk, City Recorder Eileen Stein and City Attorney Joe Leahy.
I. Housing Programs Field Trip

Housing Programs Specialist Vern Delk discussed the City's housing rehabilitation and home
ownership programs and displayed a map depicting the various locations where housing projects
had been completed. The Council then boarded a large passenger van and Mr. Delk conducted a
riding tour of specific housing projects which had been completed. The tour proceeded along C,
D and E Streets, N. 22nd Street, S. 34th Street, Elliot Lane, and N. 35th Street.
The van stopped at the home of Mr. and Mrs. Sieveking, 510 N. 35th Street, and Mr. Sieveking
conducted a tour of his home which had been rehabilitated through the City's Substantial Home
Rehabilitation Program.
The tour then continued and the West M Street neighborhood was visited. Mr. Delk showed the
recent street paving project which had been completed using CDBG funds. He also pointed out
several housing rehabilitation projects underway on that street. He contrasted the condition of
homes along the unpaved eastern portion of West M Street, with the western paved portion, and
noted the housing improvements that were occurring along the paved portion. He stated that
street paving does motivate property owners and residents to fix up their homes and maintain
them better.
ADJOURNMENT
The tour concluded at Springfield City Hall at 6:35 p.m.
