City of Springfield Council Goal Setting Meeting MINUTES OF THE 1996 CONTINUED GOAL SETTING SESSION OF THE SPRINGFIELD CITY COUNCIL HELD WEDNESDAY, MARCH 20, 1996 The City of Springfield Council met in a continued Goal Setting Session in the Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Wednesday, March 20, 1996, at 4: 15 p.m. ATTENDANCE Present were Mayor Morrisette and Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein, Communication Manager Mike Moskovitz and Facilitator Chris Pryor. 1. Agenda Overview . Mr. Pryor provided an overview of the agenda for the evening which will include reviewing the February 10 goal setting session, reviewing the 1995 targets for action, and building 1996 targets for action. There was some discussion about calendar year versus fiscal years and the time frame within which to plan. 2. Review February Goal Setting Session Mr. Pryor provided an overview of the February 10 goal setting session. 3. Review 1995 Goals and Targets and Develop 1996 Targets for Action Mr. Pryor facilitated a process in which Council reviewed the existing 1995 targets for action, on small index cards, to determine which have been completed and removed, which need to be reworded, which should remain as a target for action, and which should be dropped. Through this exercise, the 1996 targets for action were identified and priorities developed for each target. TOP PRIORITY 5 YEAR GOALS 1. A Safe Community: Preventative Approach Working with Citizens 1) Begin Implementation of the Long Range Plan for Police Services Neighborhood Watch Expansion Juvenile Intervention Program Police on the Streets 2) Continue Coordinating with the Public Safety Coordinating Council (PSCC) 3) Update the Emergency Management Plan 4) Evaluate Human Services Funding Levels . Financially Sound City Government 1) Decision on Financing Operation (Staffing) ofPire Station #5 2) Review Fees and Charges Policy Reduce Costs of Providing Existing Services 3) Develop Long Term Financial Solvency Plan 4) Review Bancroft Lot Sales Strategy III. Provide Basic Services to Citizens 1) Basic Services Evaluation/Priorities Determine Core Services Evaluate on a Department-by-Department Basis 2) Fire Station #5 Design and Construction 3) Information Services Upgrade IV. Expand Economic Base with Diverse Job Opportunities I) Industrial Sites Direction/Identification Expansion of Industrial Sites through Re-zoning 2) Complete the Commercial Lands Inventory Study 3) Economic Development Plan Update Review Requirements for Infrastructure Cost Recovery Potential . HIGH PRIORITY 5 YEAR GOALS V. Managed Growth/Quality Services I) Unincorporated Areas Strategy Full Cost Recovery in Unincorporated Areas 2) Sewer Construction 3) Examine Balance of Commercial/Industrial/Residential for Best Economic Return VI. Upgrade Existing Housing Stock and Neighborhoods 1) Nuisance Ordinance Upgrade - Interdepartmental Strategy/Coordination Focus on Eliminating Drug Houses 2) Comprehensive Housing Policy Continue to Foster Home Ownership 3) Review Street Paving Policy . VII. Positive Image of Springfield 1) Promote Volunteerism for Projects 2) Continue to Coordinate with Chamber and CV ALCO on Visibility/Fam Tours 3) Work to Maintain a Positive and Unselfish Relationship w/ Other Public Agencies Coordinated, Professional, Team 4) Work on Building a "Collection" of Art Work on Main and South A 5) Sports Center Development 6) Mill Race Development 7) Screen Sites with Aerating Old Fueling Stations Monitor Decommissioning and Filling of Old Fuel Tanks . . . . . . ...
