COMMUNITY DEVELOPMENT SURVEY NOW
ONLINE
We need your helpl
The City of Springfield is in the process of studying the
City's residential, commercial, and industrial land needs,
which will guide future growth in Springfield. The City is
required to establish an Urban Growth Boundary (UGB)
separate from Eugene and determine whether the City has
enough land in its UGB to accommodate 20 years of
growth. This process will also help the City (1) formulate a
community development land-use vision, (2) identify what
types of development are appropriate for Springfield, and
(3) and what policies will be needed to implement the
land-use vision.
How will the Community Development Land-Use
Vision be developed?
The first step is to gather public input. This survey will
provide the City with information concerning the attitudes
and opinions of Springfield residents regarding
development issues. The City will use the survey results to
create a community land-use vision and to develop
strategies to implement the land-use vision.
What can you do to help?
Please help by completing the survey. It is purposely short
and should take you about 15 minutes. The survey is
anonymous: no individual person or business will be
quoted when we report the summary results of the
survey. If you are interested in getting more involved in

help shape the land-use vision by attending the workshop
and sharing your ideas about how Springfield should grow
and develop over the next 20-years. The date, time, and

What is Urban Renewal?
. State law gives cities and counties the authority to
adopt Urban Renewal Plans that Identify projects and
actions that would eliminate blight, such as poor
quality buildings located in downtown Springfield
. On November 6, 2007, Springfield voters will be
asked to authorize the Springfield City Council to
adopt a Downtown Urban Renewal Plan that would
use tax increment financing to fund blight-reducing
projects and activities.
How would Urban Renewal
be Funded?
. Urban renewal projects are often paid for using tax
increment financing. This method does not impose
new property taxes, but instead allocates a portion
of the taxes that are collected to a city's urban
r,enewal agency to pay for blight-reducing projects
and activities.
. Because tax increment financing does not impose
new taxes, by reallocating some of the taxes
generated within an urban renewal district to finance
urban renewal projects and activities, property tax
revenue to other taxing districts would be reduced.
