MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, FEBRUARY 5, 1996 The City of Springfield Council met in Work Session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, February 5, 1996, at 6:00 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver. Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Eileen Stein, Administrative Aide Julie Wilson and members of the staff. 1. 1996-2001 Capital Improvement Program. City Engineer Al Peroutka presented the staff report on this issue. Springfield's CIP is a five- year plan for funding and construction of the City's public facilities. It is updated annually. Projects were selected from a long list of needed capital improvements. Because of limited revenues, many projects cannot be funded during the next five years. The projects shown in the plan are only those projects which have identified, secured funding sources. . The public input process for the CIP was started in October when citizens, organizations, and city staff were asked to suggest projects for consideration in the CIP. The Planning Commission reviewed the draft CIP on January 17 and adopted it without revision. The most significant trend in the draft CIP is the continued reduction in the Street Fund for capital projects over the next five year period. Street Fund revenue comes from State gas taxes and from Lane County Road Fund transfers to the City in accordance with the County- City Roads Partnership Agreement. Both the 1993 and 1995 Legislatures did not increase the gas tax and it is unwise to presume any increase in 1997. Also, Lane County has already given the City notice that it is terminating the present agreement with the cities in Lane County to share funding under the existing County-City Partnership Agreement, and intends to review the health of its Road Fund and negotiate new agreements accordingly. Decreases in fund sharing by the County would severely impact the ability to use the Street Fund for capital projects and could also result in severe impacts to the city's street operational and maintenance functions. . The draft CIP does contain some sanitary sewer projects which will have a significant impact on the City's ability to allow growth to continue. The City's most critical infrastructure, the last phase of the South Springfield Interceptor, is programmed for construction in 1996-97. The estimated cost for this project has been reduced based on the cost history of the previous phases of construction. This has allowed the project to be programmed sooner than previously estimated. In addition, the South 2nd Street sewer is scheduled to be installed as part of the County's reconstruction of this county road. The South 2nd Street sewer will be an extraterritorial extension and it will need a pump station to make the sewer line operational. Therefore, no sewer hookups will be allowed until annexation occurs. I . Work Session Meeting Minutes February 5, 1996 Page 2 A capital bond measure passed in 1995 provides funding for several infrastructure enhancements - a new fire station, expansion of the library, preservation of buildings, resurfacing arterial and collector streets, and construction of a flow control structure on the Millrace. The Springfield School District will be constructing three new schools in east Springfield. They will be upgrading and/or extending streets, sewers and drainage facilities in the vicinity of South 32nd Street, Filbert Lane and Jasper Road, and possibly 51st Street. Some significant projects not included in the CIP due to financial and other constraints are the extension of Pioneer Parkway from Harlow Road to Beltline Road and extension of the Eugene-Springfield Highway south of Main Street. The CIP does not carry budget authority. It is, however, a valuable planning tool used to guide staff, the Budget Committee and Council in creating the annual capital budget. Public Works Director Dan Brown answered questions regarding the Lane County Road Fund. He explained the Board of Commissioners directed a finance and audit committee to review funding. As a result, as of July I, 1996, the Road Fund agreement revenue will no longer be available. . City Manager Mike Kelly responded to questions regarding land use planning and building issues within the urban growth boundary area. Mr. Kelly discussed some history regarding the Urban Transition Agreement created approximately ten years ago; , Mr. Peroutka reviewed the proposed projects. He explained the South Springfield Interceptor was moved up two years. He explained the project cost significantly decreased from the original estimate. Mr. Peroutka explained the South 2nd Street sewer project was scheduled for 1997. Mr. Peroutka stated that the School District was planning to construct two new schools near Jasper Road. Staff has been trying to come up with a cost sharing proposal for the project. The timing of the project was still an issue. Mr. Peroutka explained that in the five year plan, the Pioneer Parkway extension is not listed. He commented this project does not have a funding source. He also discussed the need for an extension of the Eugene/Springfield Highway south past Main Street. Mr. Peroutka discussed the process used to' solicit input from the community and staff to identify needs and possible project funding. . Councilor Burge discussed the Oregon Department of Transportation obligation to the city to improve Pioneer Parkway West. Traffic Engineer Gary McKinney explained that the Metropolitan Policy Committee would be addressing this issue. Councilor Burge felt the problem needed to be resolved prior to getting elected officials to participate in the review of state needs. ... ..' ~ . . . Work Session Meeting Minutes February 5, 1996 Page 3 Mr. Peroutka answered questions regarding debt service and reserves required at the start of the South Sewer Interceptor project. He explained that debt service is not listed in the CIP, although, he felt it would be good to include these project costs. Mr. McKinney commented on the damage to 1-5 northbound, as a result of studded tires, even though this stretch ofI-5 was repaved last year. Councilor Shaver stated that this was an indication of the deterioration occurring to roads throughout the state. 2. Other Business. a. City Manager Mike Kelly reminded Council of the upcoming Goal Setting Session scheduled for February 10, 1996 at the Willamalane Senior Center. He provided the agenda and materials for the session. b. Councilor Beyer discussed the recent Legislative Committee meeting. She explained that a federal lobby trip was planned for the end of February. Assistant City Manager Gino Grimaldi reported on the issues that may be pursued. Councilor Burge discussed the sewer project. He also wondered if a funding request for the sewer could be made in writing rather than sending an individual to Washington D.C. Councilor Beyer indicated that Smith Dawson supported having a city representative go to Washington D.C. Councilor Burge suggested that staff contact Senator Hatfield's office and obtain the input of the Senator's staff on this issue.
