MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD TUESDAY, JANUARY 16,1996 The City of Springfield Council met in Work Session in Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, January 16, 1996, at 6:00 p.m., with Mayor Morrisette presiding. . ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Dahlquist, Maine and Shaver. Councilor Burge was absent (excused.) Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Trudeau, City Recorder Eileen Stein, Administrative Aide Julie Wilson and members of the staff. 1. Follow-up of Police Activity at Selected Liquor Establishments. Chief of Police Bill DeForrest presented the staff report on this issue. At the June 5, 1995 meeting, Council directed the Police Department to provide a six month report of police activity at the selected liquor establishments. The report was provided as part of the agenda packet. . Chief DeForrest explained that OLCC was working with the Police Department on a regular basis. Councilor Shaver was pleased with results regarding two establishments mentioned in the activity report. Council discussed statistics regarding Houlihan's. Council did not see the need for the Police Department to provide an ongoing report back to Council on this issue, but felt comfortable with the department using it's discretion to update the Council as necessary. The Chief discussed the new public hearing process related to liquor license renewals. He also confirmed that the Mill Camp did have security services. 2. Draft Work Program for the Glenwood Jurisdiction Decision. Development Services Director Susan Daluddung provided the staff report on this issue. The Metropolitan Policy Committee (MPC) reviewed the responsibilities, issues and process necessary to proceed with the pre-planning for a Metro Plan amendment to change jurisdiction of Glenwood from Eugene to Springfield. The MPC requested that LCOG coordinate the development of a detailed work program itemizing the work tasks and allocating cost for each task by jurisdiction. The work program will be reviewed by the Springfield and Eugene City Councils, and the Lane County Board of Commissioners. . Ms. Daluddung stated that in 1994 approximately 500 Glenwood residents signed a petition to change jurisdiction from Eugene to Springfield. The petition was presented to the Eugene and Springfield City Councils and Lane County Board of Commissioners. Council representatives from Springfield presented a proposal for changing jurisdiction of Glenwood to the Eugene City Council on August 7, 1995. At the request of the Eugene Council, staff brought back responses to a number of specific issues raised at their meeting. At it's October 18 work session, the Eugene Council recommended that the matter be referred to MPC to determine the scope of work and process that would be required to transfer jurisdiction of Glenwood to Springfield. The Eugene Council recommended that MPC oversee the process Work Session Meeting Minutes 1/16/96 Page 2 . which, if successful, would culminate in a Metro Plan amendment. MPC recommended that the work program be presented to the two councils and Board for review and approval. Mayor Morrisette suggested that interested parties (business owners, etc.) indicate their support in writing. Councilor Shaver stated that he did not feel the signatures of 500 Glenwood residents clearly indicated support for annexation to the city of Springfield. He felt a more accurate survey should be conducted. Ms Daluddung stated she would provide Council comments to the Glenwood subcommittee. Steve Moe stated the survey should cover as many people as possible. Council directed staff to continue to move forward on this project. 3. Library Board Appointments. . Library Director Bob Russell presented the staff report on this issue. The terms for the Library Board members Bruce Horton and Joseph Mathieu expired December 31, 1995. Vacancies were advertised in December, 1995. Bruce Horton has applied for re-appointment; Joseph Mathieu has not re-applied. The only application other than Bruce Horton's is that of Maryclare M. Feighan. It is customary for the Library Board to review applications first and make an appointment recommendation to the Council. The Board reviewed the applications on January 11 and supported the re-appointment of Mr. Horton and the appointment of Ms. Feighan. Council discussed the late application of Ms. Feighan. City Recorder Eileen Stein explained that since there were two vacancies and two applications, Ms. Feighan's was forwarded to the Council anyway, and the Council could choose whether or not to appoint Ms. Feighan on the basis of her late application. The Council discussed whether to require all advisory committees to review applications or conduct interviews, and to provide recommendations to Council. City Manager Mike Kelly eXplained that generally, advisory boards or committees do not provide Council with a recommendation. Council reviewed which committees they conducted interviews for. It was agreed that the Library Board would be required to conduct interviews for vacant positions and that the Library Board bylaws would need to be revised to reflect this. After discussion, it was agreed that only a revision in the Library Board's bylaws was necessary, and that changes in the bylaws of other advisory boards, committees and commissions was not necessary.
