City Council Joint Work Session Meeting MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND THE POLICE PLANNING TASK FORCE HELD MONDAY, NOVEMBER 13, 1995 The Springfield City Council met in a Joint Work Session Meeting with the Police Planning Task Force in the Library Meeting Room of Springfield City Hall, 225 Fifth Street, on Monday, November, 13, 1995, at 6:05 p.m. with Council President Stu Burge presiding. Present from the City Council were Council President Burge and Councilors Ballew, Beyer, Maine, and Shaver. Mayor Morrisette and Councilor Dahlquist were absent (excused.) Present from the Police Planning Task Force were Patrick Lucanio, Zane Wilson, Sally Walsh, George TenEyck, and Maritza Janecek. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen Stein, Police Chief Bill DeForrest and members of staff. ' 1. Update on Progress to Police Long Range Plan Police Chief Bill DeForrest provided the staff report. Chief DeForrest reported that six members 6fthe task force are present and that other members are not present due to illness. Chief DeForrest introduced members of his staff present, including Captain's Golden, Smith, Weitzel and Management Analyst Byron Vanderpool and Administrative Secretary Lynn Wakefield. He reminded Council of their previous action in designating and appointing the task force. He discussed the objectives of the planning task force including developing a strategic plan around community oriented policing, providing a mechanism for interacting with the community, and developing a funding plan for operations. Chief DeForrest discussed the working papers completed by the task force. He indicated that one of the major findings of the first working paper was that the department does an excellent job of responding to high priority calls and emergencies, but does not respond well to low priority calls for service. Chief DeForrest discussed the second working paper, that is being presented this evening, which is a paper that looks at trends and issues. It includes a community survey on the appropriate programs and services to be provided by the department. He indicated that the information prepared in this phase will be used to develop a draft strategic plan for the department. Chief DeForrest stated the final plan should be completed in March, 1996. Task Force Chairman Zane Wilson reviewed the specific details of the second working paper. He emphasized that throughout the document there is a distinction between "calls for service" and "crime." . . . ..,. " City of Springfield Joint Work Session Meeting - 11/13/95 Page two Mr. Wilson indicated that many calls for service are not related to a crime being committed, but are calls for service where the community expects a response by the Police Department. He reviewed the specific trends and issues facing the department with respect to geography of the community; annexation and community growth; federal and state legislative developments; societal expectations regarding crime and law enforcement; operations of the Police Department with regard to training, officer longevity and turnover; technological advances; community policing; and community expectations and identity. Mr. Wilson also commented the paper contained a discussion of the profile of the Springfield community. He summarized the remaining elements of the working paper and asked for comments on the report. Councilor Maine commented on the leadership and vision of Chief DeForrest with regard to community policing and ways it can be implemented within the financial constraints of the community. Mr. TenEyck recognized Mr. Wilson for his leadership on the task force and to Chief DeForrest for his vision with regard to the strategic plan. He felt that the formation of the , plan contributed to the success of the recent capital bond measure. Councilor Burge asked what the next phase of the plan will' be. Chief DeForrest replied. the, next phase is to complete the draft plan. The target date for completion was December, but it will most likely be presented to the Council in January, 1996. Councilor Shaver commented both on the size and the future prospects for the Police Department. He commented on the in-take process at the Lane County Jail and how the length oftime needed to in-take prisoners into the jail takes away time that Springfield officers can be out on the street patrolling. Council thanked the task force for their work to date and stated they were eager to discuss the final report in January.
