City of Springfield Work Session MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, NOVEMBER 6,1995 The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, November 6, 1995, at 6:06 p.m. with Mayor Morrisette presiding. Present were Mayor Morrisette and Councilors Beyer (6:07), Burge, Dahlquist, Maine and Shaver. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Eileen Stein, Administrative Aide Shari Higgins and members of staff. 1. Human Rights Commission Interviews Assistant City Manager Gino Grimaldi presented the staff report. He stated there are two vacancies on the Human Rights Commission, one adult position and one student position. He explained no applications were received for the student position and staff will re-advertise in January. Council interviewed the following candidates: Robert J. Hairgrove Don Everett Bitle William Blair Council asked the following questions: . ------ 1. Why are you interested in a position on the Human Rights Commission? 2. What would you like to see accomplished by the Human Rights Commission in the next 12 months? 3. What community topics are addressed by the Human Rights Commission which may pertain to you? 4. Have you ever attended a Human Rights Commission meeting? 5. In terms of operating on the commission, do you see the commission working as a whole, hearing cases and discussing issues, or working by sub-committee? What structure do you see as the vision of the commission? 6. If appointed, will you be able to attend the meetings? The Council discussed the applicants and their interviews. Councilor Maine stated she supports Mr. Hairgrove, but was also impressed with Mr. Bitle. Councilor Burge and Councilor Dahlquist echoed Councilor Maine's comments. Councilor Beyer explained she was comfortable with either candidate, but would choose Mr. Bitle as her first choice. Councilor Shaver commented that Mr. Bitle was a good candidate and should be a city volunteer, but he felt Mr. Hairgrove had a better focus regarding civil rights. . . . .. '" City of Springfield Work Session - 11/6/95 Page two By consensus, it was agreed to appoint Bob Hairgrove to the Human Rights Commission. The appointment will be ratified in Council's regular meeting later this evening. 2. Business from Council Councilor Burge discussed the recent interviews for the Planning Commission, since one member of the commission had just been appointed to the City Council. He stated that he was absent when the Council interviewed applicants for the commission on October 9, but has listened to the interview tapes. He suggested Council appoint Lyle Hatfield to fill the vacancy created by the appointment of Anne Ballew to the City Council. By consensus, it was agreed to appoint Lyle Hatfield to the Planning Commission. The appointment will be ratified in Council's regular meeting later this evening.
