MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, OCTOBER 9, 1995 The Springfield City Council met in Work Session at Springfield City Hall, Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, October 9, 1995, at 6:06 p.m. with Mayor Morrisette presiding. Present were Mayor Morrisette and Councilors Beyer, Dahlquist, Maine, and Shaver. Councilor Burge was absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Eileen Stein, Administrative Aide Shari Higgins, Development Services Director Susan Daluddung and members of staff. 1. Planning Commission Interviews The City Council discussed the proposed interview questions and interviewed the following candidat~s for a vacancy on the Planning Commission: 1. Daniel Bedore 2. William Blair 3. William Eikenberry 4. Lyle Hatfield . The following questions were asked by the Council members: 1. Why are you interested in this position in general? 2. Have you attended a Planning Commission meeting? 3. The Council is currently looking at the tradeoffs between high and medium density housing in Springfield; and issues of livability, affordability, open space. How would you go about addressing livability issues and do you think the balance is currently right in Springfield? 4. What is your opinion or understanding of the metropolitan planning process and the relationship between the cities of Springfield and Eugene. 5. Do you feel the city's current planning process is adequate, has enough or too much public input? 6. How would you reconcile your personal beliefs when they may be at odds with state laws, for example, in the area of personal property rights versus state land use laws. . Council discussed the proposed candidates and the experience they have and could bring to the Planning Commission. By consensus, it was agreed to appoint Daniel Bedore to the Planning Commission to fill Jean Trygstad's term which will expire September 5, 1998. Mayor Morrisette stated he would pers,onally contact all of the applicants and that the appointment of Mr. Before would be ratified at the October 16, 1995, regular Council meeting. .. . . . Springwood Development Land Use Designation Up-date City Manager Mike Kelly indicated this item is a follow up from the Council's discussion of September 25, 1995 regarding the status of the Springwood Development. Councilor Shaver referenced a letter from Mr. AI Johnson, Attorney for the Springwood Development, mailed to Council members individually. Planning Manager Greg Mott answered questions of Council regarding how the redesignation of the site could be analyzed and a staff recommendation made to Council. He clarified that the area to be studiep would include the portion of the site that is already zoned commercial as well as the area once zoned industrial. Council discussed the possibility of directing staff to analyze the site for other development possibilities and to make recommendations about the appropriate zoning of the property for development, and the timelines for the study. Councilor Shaver discussed the importance of this study, particularly to be done without involvement by the Councilor by the existing property owners. By consensus it was agreed to direct staff to prepare the study of the property.
