City of Springfield Work Session MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, SEPTEMBER 11,1995 The City of Springfield Council met in Work Session at Springfield City Hall, Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, September 11, 1995, at 7:50 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine and Shaver. Also present were Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein, Development Services Director Susan DaJuddung and members of staff. 1. Request to Release Room Tax Funds to United Soccer Association Development Services Director Susan Daluddung provided a handout showing the status of current fundraising efforts by United Soccer Association (USA). She said the pledge report warrants staffs recommendation for Council to release room tax funds to USA for their proposed construction of soccer fields at the Sports Center site. Ms. Daluddung introduced AI King and Lee Beyer of USA who provided a status report of the pledges received. Mr. King discussed the pledges that have been received and he indicated that the initial request by the city was for a matching grant. Mr. King stated the Springfield Rotary Club Board of Directors held a soccer tournament as a fundraising effort this year and have decided that they will sponsor Field 1, and use the proceeds from the tournament to sponsor Field 2. Mr. King indicated that other metropolitan area Rotary clubs are willing to assist in developing the soccer fields as well. Mr. Beyer stated many of the pledges are unwilling to actually commit unless they know the project is really going to move forward. He felt it is time to get the city's commitment and to move forward and close the deal. He explained the pledge list was developed by determining who could help build the project, and in many cases receiving in-kind services from them. Mr. Beyer talked about the difficulty of a construction project done all by volunteers and the time it has taken to get the project on the right track. He indicated the lengthy research and effort completed to make sure the fields are designed to be tournament quality and to withstand the rainy weather of this area. Mr. King discussed other services which will be provided with the assistance of the Rotarians such as landscaping and lighting. Councilor Burge asked what is the cost of the field construction will be. Mr. King replied the sand ranges from $40,000 to $50,000 dollars. Mr. Beyer stated when construction is complete, the total dollar cost will be approximately $250,000. Mayor Morrisette asked how much the lighting will cost. Mr. King replied it would be approximately $40,000 to $60,000. Mr. King stated if the Council can commit the $20,000 of room tax funding, direction can be given to Egge Sand and Gravel to begin delivering sand to the site. By consensus, Council provided direction to Ms. Daluddung to prepare the requisition to release room tax funding in the amount of $20,000 to United Soccer Association. ~ " "., . . . She stated it will be built next spring and designs will be reviewed with the Council in November. She discussed the grading work that was done on the east side of the site prior to the decision being made to move the soccer fields to the west side of the site.
