City of Springfield Council Work Session MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, JULY 17,1995 The City of Springfield Council met in Work Session at Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, July 17, 1995, at 6:03 p.m. with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine, Shaver and Walters. Also present were Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein, City Attorney Joe Leahy, Development Services Director Susan Daluddung, Acting Police Chief Dick Golden and members of staff. 1. Update on Chief De Forrest . Acting Police Chief Dick Golden provided an update on the medical condition oLPolice. Chief Bill De Forrest. Captain Golden indicated that Chief De Forrest's surgery went well and that he is home from the hospital now. He indicated that Chief De ForresUs expected to come back to work in early August. 2. Urban Services Coordination Agreements Development Services Director Susan Daluddung introduced staff members who worked on negotiating the various urban services coordination agreements. They included Assistant City Manager Gino Grimaldi, Planning Manager Greg Mott and LCOG staff member Carol Heinkel who managed the annexation study effort. Ms. Daluddung stated these agreements must be in place by the next Periodic Review, not the current one underway. She stated they are required by state law (SB 122 enacted by the 1993 Legislature) and so the city is far ahead of most cities in Oregon with respect to having these agreements in place. Planning Manager Greg Mott indicated - that not only are these agreements required by law, but they make sense in that they insure that public services are not being duplicated. He added that as development occurs in an urban area, all urban service providers understand what agencies, at what time, should be providing specific services to the community. . Councilor Burge asked whether the agreements would tie the hands of the city in any way that has not been anticipated currently. City Attorney Joe Leahy commented the agreements were well negotiated and that they put the city on solid footing. He specifically mentioned a long-standing disagreement between Springfield Utility Board and Rainbow Water District over service provision in certain areas and how this agreement essentially has ended that long-standing disagreement. . Work Session Council Minutes July 17, 1995 Page 2 Councilor Maine asked whether the school district was a party in any of the agreements. Ms. Daluddung replied there isn't a state law for cities the size of Springfield in which coordination between cities and school districts is required. She mentioned SB 908, enacted by the 1993 Legislature, which does require coordination between cities and school districts with a certain growth rate. She commented that Springfield's growth rate could cause the city and school district to be subjected to state law very soon. Ms. Daluddung discussed the plans of School District #19 to construct the school facilities that Springfield voters approved as part of the District's capital bond measure, and how those facilities need to be built in the next two years. She indicated this effort will have the same impact on her department staff as the Sony project did. She stated she and Mike Kelly are meeting regularly with Superintendent Jamon Kent to plan for this workload impact. . Councilor Shaver asked questions to clarify provisions in the agreements and the Council discussed Councilor Shaver's comments. By consensus it was agreed that clarification would be made in the L TD agreement that would provide that the city has final approval in the siting of bus stops in the city.
