City of Springfield Joint Work Session MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND THE SPRINGFIELD HISTORIC COMMISSION HELD MONDAY, JULY 10, 1995 The City of Springfield Council met in Joint Work Session with the Springfield Historic Commission at Springfield City Hall, Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, July 10,1995, at 6:10 p.m. with Mayor Morrisette presiding. ATTENDANCE Present from the Council were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine and Shaver. Councilor Walters was absent. Also present were City Manger Mike Kelly, Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein, Administrative Aide Shari Higgins, Development Services Director Susan Daluddung, Planner II Lydia Neill and members of staff. Present from the Historic Commission were Mary Horvat, Jack Gischel, Marvin Glover, Rosemary Schamber, Bev Chadburn and Ken Guzowski (6:20 p.m.) Roxie Metzler was absent. 1. Review of Historic Commission Activities Planner II Lydia Neill explained she is the staff liaison to the Historic Commission and introduced members present. She reviewed each member's qualifications and experience and explained how each member adds individual expertise to the commission. Ms. Neill stated both Rosemary Schamber and Marvin Glover have terms which recently expired and hopefully will re-apply, as they are both eligible. She stated commission member Ken 'Guzowski would show Council a slide show regarding historic Springfield at the end of her presentation. Ms. Neill handed out two brochures, one titled "Walking Tour Brochure" and one titled "Washburne Historic District" guidelines booklet which were projects developed by the Historic Commission over the last two years. She stated in 1994, National Historic Register status was given to the Springfield Depot. There was a discussion about efforts to get the Brattain House placed on the National Historic Register. Commissioner Chadburn provided information about the house and the family who currently owns it. Ms. Neill spoke about other local buildings which the commission is working on to be placed on the National Historic Register. Councilor Burge asked what determines whether a building is historical or not. Ms. Neill replied there is different significant criteria, one being that the building must be 50 years or older. She explained other criteria involve style, architectural merit, condition, the people who lived in home, etc. Commissioner Chadburn gave the Council additional information regarding the term "significant". Councilor Burge asked how the commission felt regarding public sector determination that private property is historical. Ms. Neill explained that a new law will go into effect in October 1995, which requires owner consent to place a building on the National Historic Register. There was a discussion regarding the Depot District versus the Washburne Historic District. Development Services Director Susan Daluddung stated the Depot District is not a historic district boundary, but a new name given to the downtown area for marketing purposes. She explained that people living within the Washburne Historic District are provided tax incentives for maintaining their homes in a historic manner. She said National Register status also brings some tax credits to the property owners depending on the restoration needs. .k . ~- ,.. . . . City of Springfield Joint Work Session - 7/10/95 Page two Ms. Horvat explained how the commission obtains State Historic Preservation Office grants and that often Ms. Neill's staff time is used to be the match for 50/50 grants. She stated grants have really helped the City to achieve needed funding. Ms. Horvat explained that a grant was recently given to the City to help purchase books for the library regarding historic preservation. Mayor Morrisette mentioned a Springfield building where Bob Bowerman developed the first Nike shoe. He commented on discussions with Mr. Bowerman regarding the building. Mr. Guzowski apologized for arriving late. He presented a slide show on historic Springfield. Mr. Guzowski stated in 1991, the Council approved funding for a historical context statement and recommended the Council read the context statement. He, on behalf of the commission thanked Ms. Neill for her committed staff work. Mayor Morrisette asked if Springfield has a video tape of the history of the City. Ms. Daluddung stated a video is currently being developed for exhibit at the Springfield Museum as part of the permanent interpretive exhibit. She stated much of the services are being donated by the Sony Corporation. Mr. Glover spoke about the 1994 Walking Tour and the successful historic rehabilitation workshop that brought 70 people to Springfield this year. He said the Historic Commission is hoping to do a joint historic workshop with Eugene in 1995 also, possibly in Glenwood. Ms. Neill stated the "how to"workshop reviewed topics such as replacement, renovation, landscapes, etc., and was very well received by those who attended; The Historic Commission stated some Washburne Historic District signs are in bad need of repair and a few are even missing. They asked the City Council for financial assistance regarding sign replacement and repair. There was a discussion of needed signage and repairs. Ms. Daluddung said it was possible some room tax funding might be available after the budget is finalized for FY 95/96 which could be used for signage. Councilor Maine suggested the Council not further allocate any room tax funds for this year, but suggested the commission again complete a proposal for next year. She stated if additional room tax funds were allocated this year, that other groups may return to Council to seek funding.
