MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, JUNE 19,1995 The city of Springfield City Council met in Work Session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, June 19, 1995, at 6:00 p.m., with Council President Stu Burge presiding. ATTENDANCE Present were Councilors Beyer, Shaver, Walters (6:05), Burge, Maine and Dahlquist. Mayor Morrisette was absent (excused). Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen Stein, Administrative Aide Julie Wilson and members of the staff.. 1. Springfield Tomorrow Improvement Plan (STIP) Advisory Committee - Recommended Project List. City Manager Mike Kelly presented the staff report on this issue. Mr. Kelly stated that some members of the Springfield Tomorrow Improvement Plan (STIP) Advisory Committee were present and available to answer questions from Council. Mr. Kelly commented that one of the Council's top priorities for 1995 is to seek voter approval of a general obligation bond measure for capital improvements, tentatively planned for the November 7, 1995, statewide election. To assist the Council in evaluating which projects to include in the bond measure, the Council appointed an advisory committee in April. The committee has met weekly since April 26 and has developed a recommended project list for Council consideration. Councilor Burge commented on the committee's work and the process used for reviewing and selecting projects. He stated the process was a good one. Mr. Kelly explained how projects were reviewed, discussed and selected. He explained that the advisory committee met seven times over the past seven week with Steve Moe presiding as committee chairman. The committee spent several meetings reviewing and discussing over $50 million in staff proposed projects and projects which committee members proposed. At its last meeting on June 7, 1995, the Committee developed a final recommended project list, totaling $12.4 million. He stated the Committee also developed a list of projects that the committee felt had sufficient merit to continue planning and developing and to be considered over the next few years for possibly a subsequent capital bond measure. Mr. Kelly stated the total amount of projects proposed, plus necessary financing costs, place the total bond measure at approximately $12.7 million. He reviewed the time line for the capital bond effort and mentioned the September 7 deadline to file notice of measure election with Lane County and that a resolution calling the election must be approved by the Council prior to that date. Mr. Kelly reminded the Council of the upcoming summer recess in August and stated it was staffs intent to have Council approval of the resolution prior to the Council's recess. Mr. Kelly answered questions regarding the type of communications equipment that was included as part of the public safety communications equipment project. City of Springfield Work Session Meeting Minutes 6/19/95 - Page 2 . Finance Director Bob Duey answered questions from Council regarding the cost of the bond measure to the average resident. Mr. Duey explained that a $12.7 million bond measure would cost approximately $.61 per $1,000 of assessed value, or $61.00 annually for a house with an assessed value of$IOO,OOO. Councilor Walters discussed the city's street paving needs. Public Works Director Dan Brown discussed the condition of city streets. Councilor Walters felt that the bond measure should be increased to provide paving of gravel streets in the city. Councilor Shaver concurred and stated the remaining gravel roads need to be improved and that support should be given to the street paving subsidy program. Councilor Burge stated the voters need to approve the bond measure. He explained that the Committee did see some projects as more controversial than others. Councilor Shaver asked why the millrace dredging project was not the three year list. STIP Advisory Committee member Dan Egan explained that the cleaning of the pond had to do with the overall use of the millrace and its possible use as more than just a waterway. Councilor Maine stated that the group was not certain that a bond measure was the appropriate funding mechanism for this. She also explained that since certain projects were not yet "ready to go," the committee was not at a point to ask voters for support on those particular projects. . Council discussed the fact that the seismic study for city buildings was not included on the project list. Councilor Burge explained that this may need to be discussed in the future. Councilor Walters commented on a seismic mapping of the WiIlamette Valley study that was being done by Oregon State University and what that study would reveal about the seismic risk factors in this area. Councilor Walters commented on whether there are salvageable logs at the bottom of the millpond. He wondered if this would be possible funding to pay for the dredging. City Manager Mike Kelly explained that there are some logs at the bottom of the pond, but not such an excessive amount that could support dredging the bottom of the pond. Councilor Burge again commented the advisory committee did a good job of analyzing the projects. Councilor Walters asked whether construction needed to begin on the Pioneer Parkway extension and what alternative funding mechanisms there was. Mr. Kelly discussed the Lane County Road Fund and mentioned other possible local funding mechanisms such as a local gas tax. STIP Advisory Committee member Rob Adams discussed the importance of packaging the projects in order to make them more marketable to the voters. . . . . .... One issue raised was the need to purchase new vehicles. He explained that some of the equipment had reached its useful life span.
