City of Springfield Work Session Minutes Minutes of the Work Session of the Springfield City Council Held Monday, June 5, 1995 The Springfield City Council met in a work session in the Jesse Maine Room, 225 Fifth Street, Springfield, on Monday, June 5, 1995, at 6:07 p.m. with Mayor Morrisette presiding. Present were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine, Shaver and Walters. Also present were City Manager Mike Kelly, City Recorder Eileen Stein, Police Chief Bill De Forrest and meinbers of the staff. 1. 1995/96 Liquor License Renewals Police Chief Bill De Forrest provided the staff report. In December, 1994, the City Council adopted an ordinance establishing criteria upon which the Council would make a recommendation to the Oregon Liquor Control Commission (OLCC) to grant or deny a liquor license endorsement to a liquor dispensing establishment within the city limits. The ordinance also requires that prior to each annual liquor license renewal period, the City Co'uncil shall hold a public hearing to allow the opportunity for public comment before the Council made a decision to recommend approval or denial of any specific renewal application. . Pursuant to the ordinance, a public hearing was held on April 17, 1994, in which 107 renewal applications were considered. Based upon a summary report of police activity at these locations, the Council recommended approval of all applications except for 10 establishments including: Bill's Market, Burrito's/Swingers, Driftwood, Houlihans, Jim's Landing, Mill Camp, Mohawk Inn, Rumor's Cabaret, Sprengers and Whitehorse Tavern. The Council delayed a decision on these applications until a more detailed analysis could be conducted by the police department to look at specific calls for service in relation to the criteria established by the ordinance. In order for OLCC to cancel or suspend a license, there must be a "serious and persistent" presence of the type of activities established in the ordinance. Chief De Forrest summarized the criteria in the ordinance and that used by GLCC in making a decision to grant or deny a license renewal. ~ Chief De Forrest presented the detailed analysis. The reporting period was June 1, 1994 to May 12, 1995 which coincides with the licensing period. It includes case numbered reports, but does not include calls for service in which officers made contact or were dispatched that did not result in a case number being reported. Chief De Forrest discussed the limitations of the current reporting system and indicated that changes would be made to the computer system to enable more detailed and specific reporting for the FY 1996-97 renewal period. ,41\ --' The Council asked questions about the coding on the sheets and what type of incidents the coding referred to. Chief De Forrest eXplained that the calls for service data were generated based on actual case files. He discussed how this analysis was refined from the original summary analysis he had given to the Council on April 17, 1995. He explained that there were other incidents that could have been included in this report as well, but that these are the only incidents upon which he can provide actual reliable backup data.
