MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCil HELD
MONDAY, APRil 17, 1995
The City of Springfield Council met in Work Session at Springfield City Hall, Jesse
Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, April 17, 1995, at
6:07 p.m. with Mayor Morrisette presiding.
ATTENDANCE
Present were Mayor Morrisette and Councilor Beyer, Burge, Dahlquist, Maine, Shaver
and Walters (6:25 p.m.). Also present were City Manager Mike Kelly, City Recorder
Eileen Stein, Administrative Aide Shari Higgins and members of staff.
1. Springfield Tomorrow Improvement Plan AdYisory Committee Appointments
City Manager Mike Kelly presented the staff report stating that one of Council's top
priority goals for 1995 is to seek voter approval of a general obligation bond measure
for capital improvements, tentatively planned for the November 7, 1995, statewide
election. He explained to assist in evaluating which projects should be included in
the bond measure, the Council directed a citizens advisory committee to be created.

Mr. Kelly stated applications have been received from representatives from various
community agencies and interests and citizens at large. He asked the Council to
review the applications and select the advisory committee members.
Council discussed the categories and applications received within each category, as
listed in the staff report as Attachment A. By consensus, the Council agreed to
appoint the following representatives:
City Council (2 positions): Stu Burge and Maureen Maine
Springfield Tomorrow Steering Committee: Steve Moe
Budget Committee: Orville Tharp
Planning Commission: Jeff Cole
Chamber of Commerce: Dan Egan
School District #19: Steve Arnold
Willamalane Park and Recreation District: Rob Adams
Board of Realtors/Homebuilders Association: Blake Hastings

Neighborhood Groups (2 positions): Chet Raube and James Burford

Citizens at Large (4 Positions): Ronald Miller, Lorrie Normann, Alisa Carrillo and
Richard Boyles
Council discussed at length the representative positions for the Chamber of
Commerce and Board of Realtors/Homebuilders Association. Due to the need to
meet in the evenings and conversations held with Jim Christian and Rawlin Westover,
it was decided to appoint Dan Egan and Blake Hastings to the respective positions.
After discussion, Council agreed to appoint three positions as alternates: Jim
Christian, Rawlin Westover and Lynda Rose.
Mr. Kelly explained that staff would telephone all members appointed to the
committee to alert them of their appointment and to also poll for a possible meeting
date of either April 26 or 27. He explained all applicants not appointed would
receive a letter from the Mayor thanking them for their application and interest in
Springfield.
ADJOURNMENT
The meeting was adjourned at 7:00 p.m.
