Work Session Council Meeting
MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCIL HELD
MONDAY, APRIL 3,1995
The City of Springfield Council met in Work Session at Springfield City Hall, Jesse Maine Room,
225 Fifth Street, Springfield, Oregon, on Monday, April 3, 1995, at 5:35 p.m. with Mayor Morrisette
presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Beyer, Burge, Dahlquist (5:45), Maine, Shaver and
Walters (6:05). Also present were City Manager Mike Kelly, Assistant City Manager Gino
Grimaldi, City Attorney Tim Harold, City Recorder Eileen Stein, Finance Director Bob Duey and
members of staff.
1. Budget Committee Interviews
Council discussed the process and interview questions to be asked during the
interviews.
Council interviewed the following persons for the Ward 4 vacancy on the Budget
Committee:

1) Donald Kaiser
2) Sid Leiken
The interview questions asked were as follows:
1) Describe your interests and qualifications in serving on the Budget Committee.
2) What advice would you give the Council on it's current annexation study, specifically
in terms of how it would impact the budget process?
3) Should the City's focus be on limiting non-basic services or allowing them to expand,
which increases operating costs?
4) Do you have the time and would you be committed to attend the Budget Committee
meetings?
5) How do you feel about "for profit" activities to either enhance services to augment
General Fund revenue?
Council discussed their observations and preferences regarding each candidate. By
consensus, Council agreed to appoint Sid Leiken to the remainder of Ms. Carlson's term
which expires December 31, 1996. The appointment will be ratified at the April 3, 1995,
Regular Council meeting.
