Work Session Council Meeting
MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCIL HELD
MONDAY, MARCH 20,1995
The City of Springfield Council met in Work Session at Springfield City Hall, Jesse Maine Room,
225 Fifth Street, Springfield, Oregon, on Monday, March 20, 1995, at 6:00 p.m. with Mayor
Morrisette presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilor Beyer, Burge, Dahlquist and Shaver. Councilors Maine
and Walters were absent (excused). Also present were City Manager Mike Kelly, City Attorney
Joe Leahy, City Recorder Eileen Stein, Administrative Aide Shari Higgins, Planning Manager Greg
Mott'and members of staff.
1. Planning Commission Interviews
Council discussed the process and interview questions to be asked during the
interviews.
Council interviewed the following persons for two vacancies on the Planning
Commission:
1) Don Lutes
2) Ronald Miller
3) Ryan Enders
4) Anne Ballew
The interview questions asked were as follows:
1) Please state your reasons for applying for the Planning Commission.
2) Have you attended a Planning Commission meeting?
3) What do you think the relationship between the City Council and the Planning
Commission should be?
4) What personal or professional skills do you have that would be a benefit to the Planning
Commission?
5) What are your feelings regarding the rights of private property owners relative to the
rights of government to "take" or "exact" private property for a public purpose?
6) Do you have the time and would you be committed to attend the Planning Commission
meetings?
7) Are you interested in pursuing other volunteer positions if you are not selected to the
Planning Commission?
Council discussed their observations and preferences regarding each candidate, By
consensus, Council agreed to re-appoint Don Lutes and appoint Anne Ballew to terms
expiring April 30, 1999. The appointments will be ratified at the March 20, 1995,
Regular Council meeting.
