MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND THE SPRINGFIELD MUSEUM BOARD HELD MONDAY, MARCH 6, 1995 The City of Springfield Council met in Work Session at Springfield City Hall, Springfield Museum, 225 Fifth Street, Springfield, Oregon, on Monday, March 6, 1995, at 6:05 p.m. with Museum Fundraising Chairman John Lively presiding. ATTENDANCE Present from the Council were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine, Shaver and Walters. Also present were City Manager, Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein, Development Services Director Susan Daluddung, Museum Coordinator Kathy Jensen and members of the staff. Present from the Museum Board, Committee and Fundraising Committee were: Steve Moe, Tom Wurtz, Myrnie Daut, Forrest Arnold, Sandra Rennie, Ted Johnson, Susan Oldham, Estelle McCafferty, Frances Howard, Bart McKee, Beverly Chadburn, John Hire; John Lively, John Kelley, Don Lutes and Nonnie Cole. 1. Introduction and Welcome . John Lively welcomed the Mayor and Council members to the Museum. He introduced Steve Moe who introduced the members of the Museum Board, Museum Committee and Fundraising Committee. Mr. Lively recalled the historical efforts to get a museum of Springfield's history established and to dedicate the Museum Building dedicated to the museum. He discussed how other historical efforts have spun off from getting the Museum established. He reviewed the purpose in establishing the Museum to preserve Springfield's heritage and the importance of private fundraising for this effort. He indicated there are other noteworthy projects in the community that await attention on~e this project is completed. He announced major donations recently received and indicated that the fundraising campaign should be complete within the next 30 days. 2. Walk Through the Museum . Museum Coordinator Kathy Jensen reviewed the history of the Springfield Museum Building, recalling that the building was first constructed to be an electrical power generating station. The second floor, in which the group was standing, was the location where the permanent historical exhibit, the focus of the fundraising campaign, would be constructed. Ms. Jensen displayed an architectural model of the proposed exhibit and walked through the room to demonstrate where exhibits would be located within the room and discussed the subjects of the various exhibits. She indicated that the exhibit has been designed by Formations, Inc., of Portland, which is an architectural firm specializing in designing historical exhibits for museums. Ms. Jensen . . . '. .- indicated this exhibit would be the first of it's kind in Lane County and perhaps in the state, for such a quality historical exhibit for a community the size of Springfield. 3. Background on Formations. Inc. Mr. Lively introduced Alice Carnes of Formations, Inc. Ms. Carnes discussed the experience and qualifications of the firm and her own in designing historical exhibits for museums. She reported that other projects the firm has worked on include the Museum at Warm Springs, the Pacific Northwest Museum of History in Ashland, and the Lincoln Historical Museum in Fort Wayne, Indiana. She commented that in her opinion this exhibit has the capability of attracting and keeping the attention of those who come to see it and generating return visitors. Ms. Carnes commented that their firm always relies upon local contractors for basic construction and site improvements. She indicated that the actual exhibits would be designed and constructed at their offices in Portland. 4. Capital Investment and Construction Schedule Development Services Director Susan Daluddung discussed the fundraising schedule and thanked Mr. Lively and Kathy Jensen for their dedicated involvement on the fundraising campaign. Ms. Daluddung stated that the construction timeline called for the project to begin in July, 1995, put out for bid in August with exhibit construction to commence concurrently with site construction, and to be completed in early 1996. She indicated there would be grand opening festivities planned. 5. Questions and Summary Ms. Jensen introduced the volunteers present who work at the Museum daily.
