City of Springfield Council Goal Setting Meeting MINUTES OF THE 1995 ANNUAL GOAL SETTING SESSION OF THE SPRINGFIELD CITY COUNCIL HELD SATURDAY, JANUARY 28, AND MONDAY, JANUARY 30, 1995 The City of Springfield Council met in Springfield City Hall, Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Saturday, January 28, 1995, from 9:00 a.m. to 4:00 p.m., and Monday, January 30, 1995, from 6:00 p.m. to 10:00 p.m. ATTENDANCE Present were Mayor Morrisette and Councilors Beyer, Burge, Dahlquist, Maine, Shaver and Walters. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein and Facilitator Lyle Sumek. SATURDAY SESSION: 1/28/95 1. Leadership Challenges for Cities Lyle Sumek discussed emerging leadership challenges for cities in the 1990s including new realities and key points for effective governance. . 2. Building our Mayor and Council Team Council members completed an exercise on defining their contributions to the team and what success of the Mayor and Council team means. The completed exercises were discussed by Lyle with observations made for keys to working together as a team. 3. City Successes for 1994 Key successes from 1994 were identified by the Council. Successes included the development of the SLI site in the Gateway area, budget and financial reporting awards, elimination of the Bancroft debt tax obligation, home and neighborhood upgrades, city festivals and celebrations, completion of the Metro Plan amendment process negotiations, MountainGate development, and innovations to provide even greater access to building inspectors. 4. Long Range Financial Proiections . Mike Kelly provided an update of the long range financial plan and the key indicators used in determining this financial forecast. He also discussed plans for approaching the voters with a capital improvement bond this year and indicated that the city has not had a bond passed in 30 years. He presented a chart showing General Fund reserve balances over the next five years and how they would be impacted by such things as a capital bond, delayed effective date annexations, retirement of Bancroft debt, and the loss of state shared revenues. Council members indicated they wanted to revisit the assumptions concerning the level of basic services provided in the city. . Council Goal Setting Minutes 1/28/95 Page 2 5. Forces Shaping the Future Mr. Sumek discussed his observations about forces shaping Springfield's future including new people moving into the city with differing expectations about city government, availability (or lack thereof) of industrial land, infill versus extending into the urban growth boundary, overall growth and the city's ability to provide the same level of service, revitalization of blighted areas, having enough revenues to support growth, diversification and expansion of job opportunities for Springfield citizens, juvenile violence and crime, construction and maintenance of infrastructure, keeping the economic development "momentum" going, increasing number of people who want to be left alone by government, dealing with the unincorporated areas within Springfield's urban growth boundary, and intergovernmental relationships and protecting Springfield's interests. 6. Springfield 2000: Our Goals Mr. Sumek led the Council through an exercise and discussion about the Council's vision for the community over the next five years. Through the exercise, the following five year goals were identified: . Top Priority Goals Safe Community: Preventative Approach Working with Citizens Financially Sound City Government Basic Services: Quality, Sufficient Resources Expanding Economic Base with Diverse Job Opportunities High Priority Goals Managed Growth: Ability to Provide Quality Services Upgrade Existing Housing Stock and Neighborhoods Positive Image for Springfield Protect Springfield's Interests Moderate Priority Goals Cooperation with Springfield Governments Efficient Traffic Flow MONDAY SESSION: 1/31/95 7. 1995 Targets for Action After identifying five year goals, the Mr. Sumek led the Council through an exercise to develop one year targets for action in support of the five year goals. Through this exercise, the following targets for action for 1995 were identified: . . Moderate Priority Targets for 1995 Community Development Corporation Creation Information Services Upgrade Land Use Process Streamlining 8. Mayor and Council: Roles and Process Mr. Sumek led the Mayor and Council through a discussion regarding roles of the Mayor, Council President and Council members, and processes for discussing agenda items and following up on Council goals.
