MINUTES OF THE JOINT MEETING BETWEEN
THE SPRINGFIELD CITY COUNCIL AND THE
SPRINGFIELD CHAMBER OF COMMERCE HELD
MONDAY, MARCH 16, 1998
The city of Springfield council and Springfield Chamber of Commerce met in a joint session in
the Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, March 16, 1998,
at 6:00 p.m., with Mayor Morrisette presiding.
WELCOME AND INTRODUCTIONS
Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver.
Springfield Chamber of Commerce Board members present were Cindy Plummer, President,
Tom Draggoo, Dave Jewett and Al King. Other Chamber representatives present were Dan
Egan, Executive Vice President, Kris Redmond, Office/Membership Management, Sharon
Neylon, Program Manager and Denise Brittain, Program Manager.
Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City
Attorney Joe Leahy, Senior Management Analyst Rosie Pryor, City Recorder Julie Wilson and
members of the staff.
1. Joint Meeting with Chamber of Commerce.
1998-99 Chamber Board President Cindy Plummer and several members of the Executive
Committee met with the council to share information and discuss common goals and issues of
interest to both organizations.
Ms. Plummer provided an update regarding membership activity, the current work plan and an
update on committee activities.
Mayor Morrisette recognized efforts of the Chamber. He discussed efforts related the history
of Springfield. He discussed the importance of this project.
Mr. Egan reviewed handouts provided to the group. He reviewed the various events
sponsored by the Chamber and the work of standing committees such as the Legislative
Committee, Joint Leadership Committee, Education Committee, the Downtown Association /
Springfield Partnership for Progress, the Future Committee and Greeters. In addition, Mr.
Egan discussed events sponsored by the Chamber, such as the Holly Days celebration,
Christmas parade, School-to- Work symposium, Business Expo, annual dinner and retreat, golf
tournament, new administrator/teacher reception, Springfield Familiarization Tour (FAM) and
Filbert Festival support.
Mr. Egan reviewed the 1998 Chamber work plan. It included a review of 1) Resources
(space, employees, volunteers/interns and infrastructure); 2) Chamber membership
(membership growth, Membership Committee and Business Expo '98); 3) Chamber
communications (Chamber Web Site, newsletter, relocation outreach and committee
communication); and 4) Community Leadership.
Mr. Egan provided a summary and overview of new projects including th~ Glenwood project,
Springfield summit, Springfield academy and the history of Springfield project.

Mr. Egan discussed the scope of tourism services offered by the Chamber in partnership with
the city of Springfield. He discussed celebration events the Chamber sponsored.
Mr. Egan discussed new visitor service enhancements which included a radio promotion in
conjunction with KPNW Radio, expanded Springfield newsletter, a Depot brochure and
community relocation outreach. Councilor Shaver discussed the importance of reaching local
renters in addition to homeowners.
Mayor Morrisette discussed a need to reach out to the Hispanic community. Mr. Egan said he
also recognized this need. Mr. Egan said some sort of outreach mechanism is needed.
Mr. Draggoo provided an update on the history of Springfield project. He said there was a
need for a project manager along with a need for fmancial support. He said the project did
have broad based support.
Mr. Egan appreciated the opportunity to be able to meet with the council periodically.
