MINUTES OF THE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, FEBRUARY 2, 1998 The city of Springfield council met in regular session in the Springfield City Council Chamber Room, 225 Fifth Street, Springfield, Oregon, on Monday, February 2, 1998, at 7:15 p.m., with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Ballew, Beyer, Burge, Dahlquist, Maine and Shaver. Also present were City Manager Michael Kelly, City Attorney Tim Harold, Communications Officer Rosie Pryor, City Recorder Julie Wilson and members of the staff. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Morrisette. INVOCATION SPRINGFIELD UPBEAT . 1. Mayor Morrisette recognized Nan Kennedy for her contribution to the Arts Commission and the community of Springfield. ITEMS REMOVED FROM THE CONSENT CALENDAR PUBLIC HEARINGS 1, HOME Funding Recommendations for Fiscal Year 1998-1999. Housing Program Specialist Kevin Ko presented the staff report on this item. The Springfield HOME Review Committee met on January 22,1998 to review six proposals for 1998 HOME Program funding assistance, Five proposals are being recommended for funding. The committee's recommendations are consistent with HOME Program Guidelines and identified housing needs and goal for Springfield, as documented in the Consolidated Plan. . The primary purpose of the federally funded HOME Program is to develop viable communities by providing decent, safe and affordable housing for persons of low and very low-income. Since 1992, the city of Springfield has received annual HOME Program allocations totaling $2,007,600 from the U.S. Department of Housing and Urban Development (HUD). The 1998-99 HOME allocation for Springfield is $403,800. The program is carrying forward an unallocated balance from previous years of $98,775. Anticipated HOME program income for FY 1998-99 is $19,170, The above amounts combined make the 1998-99 HOME Program budget of, $521,745. The city received six proposals for funding through its annual HOM E request for proposal process. The HOME Review Committee met on January 22, 1998 to review the proposals and to interview the applicants. The Committee has completed its review, and is recommending five proposals totaling $426,650 for council's approval. The recommendations strive to meet both the immediate and long-term goals of Springfield, and to maximize the benefit of the HOME funds invested in the community. The Committee is also recommending that $40,380 be provided for grant administration, $20,190 be set aside for operating assistance to eligible Community Development Housing Organizations (CHDOs), and $324,525 be set aside for unanticipated cost overruns. Mayor Morrisette opened the public hearing. 1. Anne Williams, 2055 Alanco, Eugene, spoke in support of the CDAC proposal and recognized staff for their efforts. Mayor Morrisette closed the public hearing. Councilor Shaver favored the recommendations brought forward. Mr. Ko also discussed the progression of the SHOP Program. . ORDINANCE NO.1 - AN ORDINANCE WITHDRAWING CERTAIN REAL PROPERTY LOCATED IN THE MENLO PARK AREA OF SOUTHWEST SPRINGFIELD, SOUTH OF KELLOGG ROAD. EAST OF ROWAN AVENUE. WEST OF DIAMOND STREET (T17S R03W S34 MAP 22 TAX LOT 910): HERETOFORE ANNEXED TO THE CITY OF SPRINGFIELD FROM THE RAINBOW WATER DISTRICT. Communications Manager Rosie Pryor read ordinance number two in its entirety and explained that ordinance numbers two through thirteen were similar except for the property descriptions. Ms. Pryor read ordinance numbers three through thirteen by ordinance number and property description only. City Planner Kitti Gale presented the staff report on this item. Oregon Revised . Mayor Morrisette opened the public hearing for ordinance numbers two through thirteen and explained that anyone testifying was required to identify the ordinance and public hearing number, along with the property description they were testifying on. BUSINESS FROM THE AUDIENCE COUNCIL RESPONSE CORRESPONDENCE AND PETITIONS BIDS ORDINANCES BUSINESS FROM THE CITY COUNCIL 1, Committee Appointments 2. Business from Council a. Committee Reports 1. Councilor Shaver reported on a recent Southern Willamette Private Industry council meeting and discussed the Work Force Quality Council. 2. Councilor Shaver indicated he would not run for the Ward 2 council position. He said this was a difficult decision to make and he recognized efforts of the city staff. Councilor Shaver discussed his civic contributions and thanked his family for their support during his tenure as a Councilor. He would serve through the completion of his term. b. Other Business 1. City Manager Compensation Package. Pursuant to Section 5 of the City's Employment Agreement with the City Manager, the city agrees to adjust the City Manager's base salary and benefits as the council may determine on the basis of an annual evaluation and salary review. The annual evaluation and salary review have been completed and the Judiciary Committee recommends that effective January 16; 1998, the City Manager receive an eleven percent increase in his total compensation package. The Judiciary Committee has reviewed comparability information and concludes the Manager's compensation is significantly lower than the average of the City Managers/Chief Administrative Officers of the employers with which the city ". . c. . normally compareswith and that an increase of eleven percent to the City Manager's compensation package is appropriate. His current compensation package is $91,000. ($86,800 salary and $4,200 car allowance) and it is recommended that the compensation package be increased to $101,010 ($92,010 salary, $4,800 deferred compensation contribution and $4,200 car allowance). Mayor Morrisette acknowledged the fact that Mr. Kelly had not requested a increase over the past several years. Councilor Burge also acknowledged and recognized Mr. Kelly's efforts throughol,lt his years of service to the city. IT WAS MOVED BY COUNCILOR SHAVER, WITH A SECOND BY COUNCILOR MAINE, TO APPROVE THE INCREASE IN THE CITY MANAGER'S COMPENSATION PACKAGE RECOMMENDED BY THE JUDICIARY COMMITTEE. THE MOTION PASSED WITH A VOTE OF 6 FOR AND 0 AGAINST. Mr. Kelly said it was a privilege to work with the council and city staff. He appreciated their efforts. BUSINESS FROM THE CITY MANAGER 1. City Attorney Tim Harold reminded council that if three or more council members planned to attend the Homebuilders meeting tomorrow, public notice would need to be provided as a public meeting.
