MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND THE SPRINGFIELD HISTORIC COMMISSION HELD MONDAY, JANUARY 26, 1998 The City of Springfield council met in joint work session in the Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, January 26, 1998, at 6:03 p.m., with Mayor Morrisette presiding. INTRODUCTIONS Present were Mayor Morrisette and Councilors Ballew, Beyer, Dahlquist, Maine, and Shaver. Councilor Burge was absent (excused). Springfield Historic Commission members present were Roxie Metzler, Ken Guzowski, Rosemary Schamber, Mary Farrington, Jack Gischel, Beverly Chadburn, and Marvin Glover. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins, Development Services Director Susan Daluddung, Planner II Lauren Lezell and members of staff. Mayor Morrisette presented Ms. Metzler with a plaque in recognition of service for her years with the Historic Commission. 1. Review of Historic Commission Activities. . Planner II Lauren Lezell was present as staff liaison to the Historic Commission. She introduced commission chair Roxie Metzler. Ms. Metzler explained she has been attempting to work with a historic preservation class from the University of Oregon in giving the School District Administration Building landmark status, but it is a misnomer that she is seeking a nomination to the National Register. Ms. Metzler then spoke of programs which have been eliminated by Willamalane Park and Recreation District at Dorris Ranch, and how important that historic feature is to the community. She said Dorris Ranch has a direct affect on education and all aspects of its programs should be preserved. Ms. Lezell reviewed the Historic Commission accomplishments for 1997, including: the regeneration of the Washburne Neighborhood Association; development ofa survey and inventory of outbuilding in the Historic District and production of Guidelines for Preservation of Accessorv Buildings in the Washburne Historic District: and host to the State Certified Local Government (CLG) Conference. Ms. Lezell added another item of achievement was their help,with the first newsletter distributed in the district in over four years. Ms. Metzler addressed the future goals and concerns of the commission, including: Dorris Ranch programs; the Mill Street School District Administration building; and the history of Springfield project. She provided information about work that students have completed on the history project. Mayor Morrisette gave his support for the completion of the history project. . . . . Joint Meeting - 1/26/98 Page 2 Councilor Ballew suggested the commission keep a running inventory of doors, windows, or other salvage items that could be re-used by members of the district when remodeling occurs. Ms. Schamber said it was possible that salvage items could be placed in future newsletters. Mr. Guzowski discussed the increased level of crime in the district and the concern the commission had over it. Ms. Schamber said the issue of crime will again be discussed at the commission's February meeting and reported the Washburne Neighborhood Association feels a more thorough Neighborhood Watch program should occur, although they understand some major reductions in funding have occurred at the city. Mayor Morrisette suggested a daytime Neighborhood Watch program occur due to thehigh school's close vicinity, and the increased level of student traffic in the area. He also suggested antidotal reports might assist the neighborhood association. Councilor Shaver suggested a phone tree in association with Neighborhood Watch might be of assistance to the neighborhood association. It was also suggested that Faye Brabham, a local resident within the district, provide some additional knowledge regarding crime prevention. , Mr. Guzowski said any alterations or modifications within the district are reviewed by the commission. He referenced the recent accomplishments by Councilor Ballew in the restoration of her home. Mr. Guzowski spoke of the commission's limited funding in the amount of $2,000, which assists them in mailings, conferences, and the recent street tree inventory project. He said in the 1997-98 budget year, that 12 trees were purchased for approximately $900. Mayor Morrisette felt the price of the trees may be too high and suggested Ms. Lezell contact Gray's Nursery, as he purchased some approved street trees from them at a very reasonable price. Mr. Guzowski explained the commission also continually purchases books for the Library on topics of historic preservation and hist,oric community qualities. Ms. Chadburn provided information on a series of workshops that were held at the Springfield Depot, and gave specific information on workshop topics and content. The commission is discussing future workshops and possibly also ,a home tour. Ms. Metzler said some of the things the commission works on are hard to promote, due to lack of advertising and media attention. Mr. Glover said some older brochures are still in existence and some of that information could be included in future advertising/media efforts. Councilor Shaver asked if the commission is involved in the oral history of Springfield project. Ms. Metzler provided additional information about the project. Councilor Shaver suggested the history continue, possibly by commission members speaking to members of the Senior Forum, as it is a very important component to the community. Ms. Chadburn agreed and said the Chamber of Commerce and Museum Board of Directors were two valuable resources for historical information. Springfield City Council and Historic Commission Joint Meeting - 1/26/98 Page 3 . Ms. Metzler said some of the oral information is still on tapes and needs to be transcribed. Ms. Farrington said she is currently employed at the University of Oregon in the Architecture and Fine Arts Department. Although she is no longer employed through Willamalane Park and Recreation District at Dorris Ranch, she will continue as a member of the commission. Mr. Guzowski summed up his presentation on work programming by saying the commission has the ability to apply for certain types of grants. The commission will also assist the Washburne Historic District in requesting funds from the State Historic Preservation Office to continue producing their neighborhood association newsletter. Mayor Morrisette thanked the members of the commission for attending the joint meeting and said he would ask the Chamber of Commerce to contact the commission through Ms. Lezell regarding their assistance on the history of Springfield project. Councilor Maine suggested inviting a Chamber of Commerce member, possibly Tom Draggo, to the next Historic Commission meeting.
