MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND SPRINGFIELD SCHOOL DISTRICT #19 HELD MONDAY, NOVEMBER 24, 1997 The city of Springfield council met in joint work session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, November 24, 1997, at 6:00 p.m., with Mayor Morrisette presiding. INTRODUCTIONS Present were Mayor Morrisette, Councilors, Beyer, Dahlquist, Maine and Shaver. Councilors Ballew and Burge were absent (excused). Springfield School District Board members present were Alan Peterson, Tom Atkinson, Marty Lenik, Fred McDaniel and Jennifer Heiss. Also present were City Manager Michael Kelly, Springfield School District Superintendent Jamon Kent, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Julie Wilson and members of the staff. 1. Joint Meeting with Springfield School District (SSD). The council has expressed interest in meeting, from time to time, with its advisory boards and members of other Springfield public agencies. The last joint meeting with the Springfield School District occurred on May 8, 1995. Superintendent Jamon Kent reviewed a map outlining boundaries within the Springfield, , School District. Two SSD staffmembers'presented information regarding services provided to the community and students. An overview of the SSD budget was provided. Information reviewed included, the number of students within the SSD, the number of employees, bus and district transportation information, average number of substitutes per day, meal services, maintenance and custodian services, square footage of SSD serviced, student to teacher ratio and staffing. The staffing review included the number of students along with the number of certified staff available for programs (counseling, music, library, other programs and special education). They discussed the number of students in alternative programs, including the Gateways Learning Center along with other contract alternative programs (Creative Minds, Department of Youth Services, Lane Community College, Looking Glass, Northwest Youth Corp" etc.). Steve Barrett, SSD, provided a presentation regarding the Long Range Planning Committee. The Committee process was reviewed. The goals and challenges of the SSD were presented. The District Improvement Plan was reviewed. The focus of the plan included increasing student success and achievement, implementing the Education Act and development of programs and policies to achieve a safe education environment and using resources well. t".'" ,--. . . . -Joint Meeting with Springfield School District Page 2 The membership was discussed. The committee was composed of parents, certified, classified and administrative staff. The four step design process was also reviewed. The goals resulting from that process included student achievement focus, parental involvement, safety focus and performance standards. Mr. Kent reviewed state funding prior to Ballot Measure 5. He also discussed the school funding formula (general purpose grant, transportation grant and local revenues). Mr. Kent discussed the lost percentage of staff. He also reviewed the Springfield employee salary increases versus the cost of living. Licensed employee demographics were also reviewed.' Somewhere between 30-232 employees will qualify for retirement by 1999. Administrative employee demographics of administrators and vacancy and recruitment statistics was also reviewed. District facility history was also reviewed (facility, square footage, year built and age of facility). Senior Management Analyst Rosie Pryor discussed the existing areas of cooperation between the SSD and city. Examples of joint cooperation efforts were provided: Future areas of joint cooperation were discussed. Mayor Morrisette discussed the need to be aware of youth service needs. He also asked about other alternative school options. Mr. Kent responded they may not create new alternative options but would like to expand current programs offered. Mayor Morrisette said LRAP A and SUB may have interest related to the fuel facility and fleet conversion to natural gas. A large vehicle washing facility was also discussed. Possible joint cooperation with Lane Transit District could be an option to look into. Councilor Shaver discussed school district boundaries and the NW Springfield area., He said there may be a future need to review this in more detail. Councilor Shaver discussed changes to the tax structure, Sony property, value added tax and the need to be proactive in reviewing boundaries. Mr. Kent discussed boundary issues, both 1-5 as a natural boundary and the city/urban growth boundaries and redistricting of non-residential property. The process to revise boundaries was discussed. Mr. Atkinson commented on a need for branch library services, other than the city library, during summer months. Mr. Atkinson discussed the need to look at cooperative police and safety services. . , - . . . ."loint Meeting with Springfield School District Page J Councilor Maine commented that many times student volunteers are needed to participate on city boards and commissions. She asked if the SSD had a contact for volunteers. Len Arney would serve as the contact. Mayor Morrisette discussed the upcoming youth summit scheduled for December 20, 1997. Councilor Shaver discussed the community survey and said the data would be shared with SSD. He said he saw a need for enhanced civics education.
