MEMORANDUM
Citv of Smingfield
DATE: December2,2008
TO: Lissa Davis, Development Services Department
FROM: Jon Driscoll, PW Transportation Division
SUBJECT: ZON2008-00040 DIM Hyland Construction-Wright . ,
Development Issues Meeting Public Works Transportation Comments
The Transportation Division has reviewed the subject application for the redevelopment
ofthis site at the northeast corner of Laura Street and Q Street and has responded to
Question #3 from the applicant. The responses provided are only applicable to the plans
provided and do not ensure final approval of any formal submittal.
Question 1: Assuming safe sight distance requirements can be obtained, is it likely
that two full accesses to the site could be granted? If so, does ODOT need to be
involved with access permitting?
Answer: No, it is not at alllikely.
o Installation of driveways on a street increases the number of traffic conflict points.
The greater number of conflict points increases the probability of traffic crashes.
SDC 4.2-120 stip, ulates that each parcel is entitled to "an approved access to a public
street." As the existing driveway that accesses Q Street must remain in order to serve
the site east of this site, that one will not be eliminated
o The driveway that accesses Laura Street is not positioned well in relation to the
nearby driveway on the west side of Laura Street.
. The driveway that accesses Laura Street adds to the complexity of intersection of Q
Street and Laura Street, and likely does not comply with SDC 4.2-125 (B) wbich
states "At intersections, each collector or arterial street shall be straight or have a
radius greater than 600 feet for a distance of I 00 feet from each intersection. "
Again, though this may also apply to the southerly driveway, that driveway cannot be
eliminated
