The Transportation Division lias conducted a site visit and reviewed the materials provided with
the subject application. The comments below are provided for your use in preparing the land-use
. decision. .
Site Description . .
The subject site is located at the northwest comer of Main Street and 28th Street. Both Main and
28th streets are designated as arterial streets in adopted transportation system plans. The
Main/28th intersection is controlled by a traffic signal, and is congested during much ofthe day.
Site Access
The site is served by three full-access driveways:
1. On Main Street near the western site boundary, .
2. On 28th Street near the northern site boundary, and
3. On 28th Street at the north end of the 28th/Main curb return.
SDC Table 4.2-4 specifies "Minimum Separations Between a Driveway and the Nearest
Intersection Curb Return on the Same Side of the Street." For commerciaruses on arterial
streets the required separation is 200 feet. Driveway 3 described above is a non-conforming
driveway as it has no separation from the adjacent curb return. Due to its location left-turn
movements lo/from this driveway cannot be made in a safe and efficient manner.
SDC 5.15-120 estal:ilishes "Standards Applicable to MDS Approval." SDC 5.15-120 E. I. states,
"Where the property abuts an improved street, any non-coriforming or unsafe driveways, as
determined by the Transportation Manager, shall be removed and replaced with curb, gutter and
sidewalk. " . .
Conclusion: 'The non-conforming site driveway on 28th Street nearest Main Street should
be closed in accordance with SDC 5.15-120 E. 1.
