Listed below are our comments for the above referenced development proposal:
1. The Springfield Utility Board (SUB) Water Division has an 8" waterline within the
proposed r-o-w vacation. A P.U.E. needs to be maintained over and adjacent to our
facilities. We require a minimum of7 feet centered over the pipeline and an additional
20 feet for equipment access for future maintenance. No part of any building containing
sanitation facilities or any permanent structure will be placed on top of this line, other
than asphaltic pavement, curbs, sidewalks, and driveway aprons without the expressed
consent of the Springfield Utility Board.

RE: QWEST cable at kiosk site- 69th and Main
Dear Mr. McGlokin,
Qwest has buried cable that will be under your proposed new asphalted drive through for
your coffee kiosk located near 69th St and Main St in Springfield. This cable was in place
when the city and state realigned 69th St. the cable is therefore covered by easement.
To make sure your construction does not disturb the cable, it will need to be potholed in
a minimum of three (3) locations. If the depth of the cable is a minimum of eighteen
inches (18") below your lowest point of excavation, I can grant approval to proceed with
construction. Please call me when the cable is exposed. I can be reached at 541-484-

I received the easement information today from Dennis. It appears when the vacation took place, there
was no specific easement description other than the information as mentioned in the actual vacation
document (1 will forward a hard copy of this vacation document after sending this email).
Dennis Ernst and Ken Vogeney both concur the vacation document shall be interpreted as a "blanket
easement" over the vacated area and that all effected (adjacent) utilities shall be c1eariy located, where
each utility company can approve.
The applicant must address and submit the following items:
,1. Plans clearly indicating all utilities (type and location). Plans as submitted are very unclear with respect
