NARRATIVE
The current vacant lot (Western half of tax lot 02708) will be developed with three new dental office buildings,
each approximately 2500 square feet. The development will include parking to serve both employees and
palients and an interior landscaped courtyard. Landscape screening and buffering at perimeter, in parking lot and
around buildings will comply with city code and stormwater management guidelines.
The property is currently zoned community commercial and will appropriately blend wilh the surrounding
developments also zoned CC.
Each dental practice is independently owned and the number of employees in unknown at this time. No future
plans for expansion are proposed. '

DECLARATION OF A DEVELOPMENT RESTRICTION REOUlREMENT
3-D PROFESSIONAL GROUP, LLC, an Oregon Limited Liability Company, is the owner of the following
described parcel ofland in Springfield, Lane County, Oregon:
Parcel 2 of Land Partition Plat No. 2004-P1750, as platted and recorded January 27, 2004,
Reception No. 2004-004812, Official Records of Lane County, Oregon.
The above referenced parcel of land shall be subject to the following restriction regarding re-establishment of
on-site vegetation during site plan review and tree felling procedures for any portion ofthe site:
The above referenced parcel shall be subject to compliance with City of Springfield Site
Plan Approvals and Tree Felling Permits implementing the Tree Replacement Plan from
Scbirmer & Associates dated December 20, 2007 by Carol Schirmer -LA and attached
hereto in addition to all other conditions or reqnirements prior to Final Site Plan
Approval or occupancy on the subject site. Should the above referenced parcel be
partitioned or snbdivided subsequent to execution of this Restriction, re-vegetation of each
resulting parcel shall occur through the corresponding Site Plan Review and Tree Felling
process for that parcel only, and shail occur in accordance with the Vegetation / Re-
vegetation Plan noted above and attached hereto as Exhibit "A" prior to Final Site Plan
Approval or any occupancy on the subject site. In no case shall the trees provided during
site plan review or tree felling permits be less than the number of trees prescribed herein.
This restriction is the result of corrective actions and fees taken in response to non-compliance with City of
Springfield Tree Felling Permit DRC2006-00022.. This restriction shall run with the land until compliance with
the applicable requirements of City tree felling procedures are fulfilled as determined above. Release of this
. restriction shall be as described herein.
Existing Trees: All existing trees shall remain until such time as a Site Plan Approval and new Tree Felling
Permits are issued in accordance with this restriction.
Any amendment to, or removal of, this Declaration of a Development Restriction Requirement by means other
than compliance with the aforementioned Tree Replacement Plan requirements shall be subject to approval of
the City of Springfield Planning Director or his/her designee. The provisions herein shall be binding upon the
owner, the owner's heirs, successors, and assigns and shall inure to the benefit of the City of Springfield.
Release of Restriction: This restriction shall expire upon compliance with the Tree Replacement Plan attached
hereto as memorialized by recording of a City of-Springfield Site Plan Review Development Agreement for all
portions of the site or satisfaction of the tree replacement requirements described herein on any portion of the
subject property.

OVERVIEW
1.0 INTRODUCTION
The subject property involved in the proposed development is a gently sloping 0.82-acre
development site, currently undeveloped. The site is on the current Tax' Lot 2708,pending
partition (pre-submittal # PRE 2007-00067), Assessor's Map 17-03-22. The site is bounded on'
the East by the future 0.88-acre lot bordering Game Farm Road, bounded on the West by
Pheasant Boulevard, and bOlmded on the North and South by ,existing buildings. Three dental
buildings are proposed on the subject property, complete with a parking lot, sanitary sewers, and
storm drainage infrastructure to carry nmoff from the development to the existing public storm
system. The proposed development is planned for submittal to the City of Springfield for Site
Review.
Seventy-seven percent (see calculation page of Appendix A) of the new non-building runoff will
. be treated with a vegetated swale. Stormwater runoff from the west paved area on the site will be
directed to the. vegetated swale. Catch basins will be placed in the swale for catching overflow.
The vegetated swale will filter pollutants and sediments from the run-off and the planting of trees
within the swale' will further pre-treat the stormwater runoff by reducing the temperature of the
runoff before it enters the public system. Run-off from the southeast parking are will be
collected with a catch basin equipped with filter and oil/water 'separator and join with the swale
overflow pipe connection with the city stormwater system. Roof mn-off is routed through the
new system on the site and joining with the swale overflow pipe connecting with the city
stormwater system.
Hydrologic calculations to determine the existing (pre-development) and proposed (post-
development) runoff amounts are included, as are hydraulic calculations to determine pipe
sizing, and calculations to determine the sizing of the proposed yegetated swale.
A "Stormwater Management System Scope of Work" sheet was submitted to the City for the
proposed development. The scoping sheet states that a downstream analysis of the receiving
system is not required for this report. Mid-Level Developmimt Study is required using Unit
Hydrograph methods.
2.0 PURPOSE
The purpose of this report is to attempt to comply with the requirements of Article 32.110
Stormwater Management of the Springfield Development Code, and the Springfield Public
Works Engineering Design Standards and Procedures, dated April 2006.

HYDROLOGIC AND HYDRAULIC CALCULATIONS
GAME FARM DENTAL:
1.0 PURPOSE
The purpose of these hydrologic and hydraulic calculations is to determine the runoff flows from
the subject property for both pre-development and post-development conditions, and to verify
pipe and swale sizing for the proposed development.
2.0 CALCULATION METHODS
The Santa Barbara Urban Hydrograph (SBUH) method was used to determine the pre-
development and post-development nmoff from the site. Excel software was used to perform the
specific calculations. The input variables and resulting flow rates are included in Appendix A.
The flow calculated from the SBUH was proportioned by area and used to size the drainage
pipes for the post-development nmoff from the site (2-year and 25-year event).
Time of Concentration:
The Time of Concentration for the pre-development conditions was determined using an initial
time of 10 minutes, and then adding the calculated travel time for pipe flow, gutter flow, and
flow to the existing catch basin from the most remote point in the basin. The pipe flow
calculations were determined using Manning's Equation for pipe flow. Specific Time of
Concentration calculations for the pre-development conditions are included in Appendix A.
The Time of Concentration for the post-development conditions was provided by the City of
Springfield staff to be 10 minutes.

3.0 PIPE SIZING MAY 82008
The pipe sizing calculations is included in Appendix A. Required flows for the swale and the.
new stormwater pipe system were proportioned from the site peak-flow calculation and areas
being drained. A Manning's n value of n = 0.013 was used for PVC pipes per City of
Springfield Engineering Design Standards manual, achieving a minimum cleansing velocity 3.0
fils for all new pipes.
4.0 SW ALE/CONVEYANCE
A vegetated swale was chosen as the best method for pre-treating the stormwater runoff by
allowing for nahrral percolation. The vegetation will also aid in cooling the water prior to
disposal in the public system. Swale design guidelines were obtained from the Blrreau of
Environmental Services-City of Portland (BES) manual. A detail from the BES manual is:
included in Appendix B, while the specific dimensions and layout of the swale design is shown
on the Grading Plan, Sheet C3.
Requirements from the BES manual using the presumptive approach were used to calculate the
necessary swale dimensions for the post-development runoff. Calculations are included in
Appendix A
5.0 CONCLUSION
The preliminary stormwater drainage facilities planned for the proposed development will be
.adequate to convey nmoff from the proposed development. The vegetated swale will provide
required water quality of. the expected runoff. In large storm events, the swale is provided with
an overflow to direct floodwaters to the existing stormwater system located on the property
leading to the Main Street storm system, and away from the subject site and adjacent properties.
