,This letter is written in regardsto'your Tentative Site Plan 1}pplication DRC2007-00003
as submitted on January 12'h, 2007. Upon review of your proposed application, there are
numerous items in the proposal that do not comply with the Springfield Development
, Code and the City of SpringfieldEngin~ering Design Standards and Procedures
(EDSPM) as proposed, particularly as it relates to Public Works Engineering review. ,

Th~ City ,of Springfield requests that you submit revised intormation that will comply
, with Code along with a 120-dayextension (see attached forin) for your application,lf
additional material is not submitted with a time extension, City staff will continue to
review the application with the original application material. A denial of the proposed
development is likely since it will not meet the City's development standards.

The folIowingis a list of items which need to be revised: .'
1" Due to the high water table, it does not appear t~at the proposed infiltration
beds will meet the requirements of the City of Springfield Engineering Design
Standards GI;d Procedures Manual (EDSPM). Jhe EDSPM requires a
minimum of two (2) feet ofilative soils separating the bottom of the
, infiltnition bed from the seasonal high water table.
2. The proposed graveled area will most likely be required to be paved unless a
lease ao,~~,uent is written that prohibits the storage of any chemicals, vehicles
and/or machinery which will potentially leak contaminants into the soil.
3, ' If the proposed gravel surfaces will be required 'to be paved, the infiltration
beds would need to be redesigned to accommodate the proposed paving
section. This redesign would also be affected by the high water table, and
maintenance bf the paved infiltration beds would be a concern.
4. In accordance with the City of Springfield EDSPM,all underground injection
control (UIC) shall be provided with an overfl6w pipe,
5. The Department of Environmental Quality (DEQ) will be required to issue a
permit for the infiltration beds. The applicant must submit the appropriate
permit application to the DEQ ifUIC is proposed. '
6.' All infiltration beds must be horizontally located a miniinum often (10) feet
from the propertY lines. '
