Five copies of the On-Site Lighting Plan 3. Five copies of the following plans a, Cover Sheet b. Standard Details c, Stormwater Runoff Map d Site Assessment of Existing Conditions; e, Site Plan; f Storm Drainage Plan; g. Water and Sewage System Plan h, Grading Plan and Paving Plan; L Landscape Plan; J. Architectural Plans; k. Erosion Control Plan (3 shts) We have included the following responses to concerns noted by your letter of February 13, 2007. 1. The proposed roof drain infiltration beds have been altered to meet the current standards located in The City of Springfield Engineering Design Standards and Procedures Manual Page 1 of 3 " Mr, David Reesor, City of Springfield Planning Mc Kinzie-Taylor Center, Application DRC2007 -00003 May 10, 2007 (EDSPM), A minimum of two feet of soil separates the bottom of the infiltration bed from the seasonal high water table, 2, The standard lease agreement for the proposed rental spaces will prohibit the storage of any chemicals listed by SUB as disallowed within the 5 year time of travel zone and tentants will be required to gain SUB approval of the materials intended to be stored on site, No vehicles and/or machinery will be allowed to be parked in the gravel yard areas of the site. 3, The gravel storage yard and fire access lanes are not planned for paving since the lease agreement will restrict the uses made of the gravelled areas to those not resulting in groundwater contamination issues, 4, The infiltration beds have been provided with overflow pipes to the storm drain system in case the beds become overloaded, 5, The applicant has been informed by DEQ that no UIC permit is required for infiltration beds handling only building roof drains as is the case in this instance, 6, The infiltration beds have been moved as appropriate to provide 10 feet of separation between bed and property line or building, 7, The bio-swale has been resized and relocated so that the bottom of the swale is outside the adjacent PUB, The west bio-swale has been deleted as surplus to the design needs, 8, Catch basins have been moved out of the PUB as required. 9 . We have found that the storm drain system to the northwest that we originally intended to connect to does indeed have severe capacity problems for existing development. Therefore we have re-routed the storm system to the east where adequate capacity is available, 10. The location of the proposed extension of City sewer has be revised to avoid Olympic Street paving, curb and gutter. 11. As discussed the recycle/trash areas are not plumbed to the building sewer since the trash receptacle areas are not paved, If paving is required for these areas, the trash area drainage will be plumbed through the individual building sewers and is proposed to be addressed in the building sewer plans. \. 12. Since the sewer cannot run in the right of way and there is no room outside of the street to lay the water line, we did not believe the water system should be placed in street Page 2 of 3 ~ Mr, David Reesor, City of Springfield Planning Mc Kinzie-Taylor Center, Application DRC2007 -00003 May 10, 2007 either. We propose extending the public water system on private property and providing a 20 foot wide City utility easement to allow access for meter reading, maintenance and repairs. . 13, We are working with SUB to adjust their proposed easement location to allow the current storm location as gravity systems are more location sensitive than wire systems and the 35 foot space between the buildings allows for ample electrical easement room, I believe we have addressed all item raised in the pre-application processing and we respectfully request approval of the attache site plan design, Please call me if you have any questions.
