Steps in the Process:

1. The Applicant Submits a Pre-Submitt~1 Meeting Application
The Pre-Submittal Application is mandatory. Please refer'to the Springfield Fee Schedule
for the Pre-Submittal Application fee. The submittal packpge must conform to the
application completeness checklist attached to this form. You are required to submit Nine
(9) copies of the submittai requirements packet for pre-s,ubmittal review. Pre-submittal
meetings will be conducted every Tuesday and Friday between 10:00 am and noon. We
will strive to conduct the Pre-Submittal meeting within five to seven working days of
receiving the application. ' .
2. Applicant and the City conduct the Pre-Submittal Meeting-

We strongly encourage you, the owner and design team t6 attend the Pre-Submittal
meeting. The meeting will be held with representatives from Public Works Engineering
and Transportation, Community' Services (Building), Fire Marshall's office, and the .
'Planning Division. The'meeting will be scheduled for 30 to 60 minute's. The Planner will
provide you with a Pre-Submittal Checklist at the. end of the meeting specifying the items
required to make the application complete-if it isn't already complete.. You will then have
- 180 days to make the application complete for submittal and, acceptance by the City.

When you have addressed all of the items on the Pre-Submittal Checklis,t, piease submit
18 copies of the complete application to the City. A fee will be collected at that time and
the 120 day calendar review period will begin, When the Planner has prepared a draft
land use decision, the draft will be mailed/faxed to the applicant/owner/design team for
their review. At the applicant's request, the planner will s'chedule ameeting to review the
draft with appropriate'staff if certain issues need r:esoiution before the final, land use
decision is issued.

providing an opportunity for a district wide improvement me-chanism where construct_ion occurs in a

Following is additional information requested on the Pre-submittal Check List for this project
that is not included on the plans, or if not included in the project, the reason for exclusion of
information,
PLANNING
1. With regard to the DWP application; these units will be rental units except for owner
occupied portion of building A The Owner-occupant, McKinzie Taylor Construction
does not use any listed hazardous materials in quantities larger than those listed by the
City of Springfield as requiring tracking and reporting,
The owner proposes to include language in the lease reading substantially as follows to
address this issue at the time of lease-out of space:
"USE AND STORAGE OF HAZARDOUS MATERIALS
Hazardous materials are defined as those listed, or referenced, by the City in the
Springfield Development Code, Prior to occupancy of the premises by Lessee,
Lessee shall provide an accurate listing of any hazardous materials used in lessee's
operations along with approximate quantities stored or kept on hand and shall apply
to the City for a DWP permit"
2, A Land and Drainage Alteration Permit (LDAP) application is attached for your review
3, Inclusion of photometric test results in Site Lighting Data does not appear applicable to
this project as it is commercial/industrial. Luminare locations are shown on the site plan,
4, There are no transit facilities near the site and none are proposed,
5, In Site Plan: all development is to be completed in one phase, and therefore has no
phased development schedule,
6, In Landscape Plan: vegetative screening is not required, as described in Section 31.160,
since there are no residential zoned lots surrounding the subject property.
7. In Landscape Plan: the stormwater management system relies on mechanical separation
at the catch basins and area drain and filtration in the bio-swale by grass cover.
8. In Architectural Plan: the actual floor plan layout will be determined by the tenant, areas
shown are for planning purposes only and represent maximum areas for each occupancy,
TRANSPORTATION
1, Right-of-Way Approach Permit application: the property does not border an Oregon
Department of Transportation facility, and thus does not appear to be required,
2, Traffic Impact Study: the 1.68 acre property development is to be composed primarily of
warehouse space, and will not have a significant impact on the traffic flow in the area,
PUBLIC WORKS ENGINEERING
1. The Storm Water Scoping Sheet has been included as requested,
2, Trash areas are shown screened by proposed buildings, since containers are to be
dumpsters, no sanitary drains have been shown, If this requirement applies to the
configuration of this project, it can be addressed to the building plans.

FIRE
1, Area and occupancy separation firewalls have been shown on the site plan to indicate that
each area contains less than 5,900 sf and requires a fire flow of 1500 gpm for two hours,
Therefore only one hydrant has been proposed as noted by the Fire Marshall's comments,
2. All driving surfaces are all-weather, Typical sections on the cover sheet indicate
structures capable of supporting 80,000 lb imposed vehicle loads at 20,000 lbs per axle
(H-20) for both paved and unpaved areas.
