, Steps in the Process:,
1. The Applicant Submits a Pre-Submittal Meeting Application
"
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule
for the Pre-Submittal Application fee. The submittal package must conform to the '\
application completeness checklist attached to this form. You are required to submit 7
copies of the submittal requirements packet for' pre-submittal review. Pre-submittal
meetings will be conducted every Tuesday and Friday between 10:00 am and noon. We '
will strive to conduCt the Pre-Submittal meeting within five toseven working days of
receiving the application.' .
2. Applicant and the City conduct the Pre-Submittal Meeting,
We strongly encourage you, the owner and design team to attend the Pre-Submittal
meeting. The', meeting will be held with representatives from Public Works Engineering
and Transportation, Community Services (Building), Fire Marshall's office, and the'
Planning Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will
. provide you' 'with a Pre-Submittal Checklist at the end of the meeting specifying the items
required to make the application complete-.if it isn't already complete. You will then have
180 days to make the application complete for submittal and acceptance by the City,
, '
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit
18 copies of the complete application to the Cjty. A fee will be collected at that time and
the pO day calendar review period will begin. When the Planner has prepared a draft
land use decision, the draft will be mailed/faxed to the applicant/owner/design team for'
their review. At the applicant's request, the planner will schedule a meeting to review the
draft with appropriate staff if certain issues ,need resolution before the final land use
decision is issued.

This application will be used for both the required Pre-Submittal Meeting and subsequent
complete application submittal. Owner's signatures are required at both stages in the
application process. An application without the Owner's, signature iNill not be .

Application fee-refer to the Development Code Fee Schedule for the appropriate fee
calculation formula, A copy of the fee schedule is available at the Development Services
Department. The application fee and current postage fee is collected at the time of
complete application submittal. 1f> S ;).. 5
Copy of the deed and a preliminary title report-one copy issued within the past 30
days documenting ownership and listing all encumbrances. If the applicant is not the
property o,wner, written permission fro':l the ,property owner is required.
One additional copy of the Site Plan reduced to 8'h"x 11", which will be mailed as
part of the required neighboring property notification packet.
Right-of-Way Approach Permit application must be provided where the property
has frontage on an Oregon Department of Transportatici,n (ODOT) facility.
Stormwater Management System Study-four copies of a study with the completed
Storm water Scoping Sheet attached. The plan, supporting calculations and'
documentation must be consistent with the Engineering'Design Standards and
Procedures Manual. '
Traffic Impact Study-four copies of a' study prepared by a Traffic Engineer in .
accordance with SDC Section 32.020(1)(c). Traffic Impact Studies (TIA) allow the City to
analyze and evaluate the traffic impacts and mitigation of a development on the City's
transportation system. In general, a TIA must explain how the traffic from a given
development affects the transportation system in terms of safety, traffic operations,
access and mobility, and immediate and adjoining street systems. A TIA must also
address, if needed, City, metro plan and state land use and transportation policies and
objectives.

I, Applicant(s) warrants and represents to the City of Springfield that it is the owner of the property
more particularly described and set forth in Paragraph 7 below and, Il$ oWner, has the authority 10 enter
into this Improvement Agreemenl with the City ~f Springfield.

4. This Improvement Agreement is an alternative to imposing a condition on Applicant's
development approval that the Applicanl make immediate construction of any public improvement that
the development necessitates,' The objective is to promote'efflciency, coordination, and spread costs by
providing an opportunity for a district wide improvement mechuisrn where constructio~ ciccurs ina
coordinated project with the participation of adjacent And other properties in the 8~ inStead of
requiring immediate improvement in conjunction with each development application. There is no
guarantee, however, that such a coordinated project will be possible And the City re.serv6s the right to
rlXJuire construction oftbe improvements in the future at City discretion,

9. APPLICANT AGREES TO SIGN ANY AND ALL WAIVERS. PETInONS. CONSENTS AND
ALL OrnER DOCUMENTI; NECESSARY TO OBTAIN TIlE ABOVE LISTED IMPROVEMENTS
UNDER ANY IMPROVEMENT ACT OR PROCEEDING OF THE STATE OF OREGON. LANE

IMPROVEMENTS. Applicant does not Wllive any right to protest the amount or manner of spreading

property of Applicant Applicant's acceptance of the non-re.monstran~ condition is in consideration'for
[he City's waiver of he requirement for the immediate construction of the public impro~emellts that the
development necessitates. This improvement agreement waives the property owner', right to file a
written remonstration. It does not waive a property owner's right to comment on the proposed district or
any rcl~ted matters orally or in writing.
10. City aifeCs that Applicant'l ex.eeutioD and performance of die tenns of the Agreement will be
deemed to be in compliance with City's policy pertaining to improvement requirements, and if Applicant
complies in every respect with aU other applicable laws of the State o(Oregon, Lane County, and City,
Applicant shall be entitled to Devcdopment Approval, subject to the terms and conditiOn! of approval set
forth therein. .
11. It is the intention of the parties hereto that the covenants herein contained shall run with the'land
herein described, and shall be binding upon the heirs, executors, assigns, administrators, and successors
of the parties hereto, and stlall be construed to be a benefit and a burden upon the property herein
described. This Agreement shall be recorded in the Lane County Deed Records.
