SUBJECT: ZON2008-00036, LDS Church in Marcola Meadows
Development Issues Meeting Public Works Transportation Comments
The Transportation Division has reyiewed the subject application for construction of a
new LDS church building and related parking lot and has Tesponded to Question #1 from
the applicant. The responses provided are only applicable to the plans provided and do
not ensure final approyal of any formal submittal.
Question 1: Are there any overall impediments foreseen by the City of Springfield
to the approval of the LDS church development shown on the submitted drawings?
Answer: The Transportation Division does have some concerns regarding the proposed
site plan. ,
. The proposed development plans eliminate the Marcola Meadows Master Plan local
street connection to 31" Street at W Street altering the traffic access patterns to and
within the neighborhood and eliminating vehicular and pedestrian connectivity
between the residential neighborhoods to the east and west of 31st Street. Can the site
plan be redesigned to retain the local street connection to 31s' Street as it was
approved in the Marcala Meadows Master Plan?
. The plans' currently call for two driveways on 31" Street with no other access being
.proposed. 3 1'~ Street is classified as a Major Collector;and will carry the highest
volume of traffic of the three streets abutting the proposed site. Driveway access to
local streets or streets with a lower volume of traffic is encouraged in preference to
access to streets of higher classification with a higher volume of traffic (see SDC 4.2-
120(B)). Therefore, the Transportation Division does not support the proposed
access to 31st Street and recommends that the driveway access be redesigned to
eliminate direct access to 31" Street.
. Does thisproject include any futureplans for a school at this location?
. This project as submitted will not require a Major Traffic Impact Analysis. The net
increase in trips (proposed church related trips minus trips attributed to the single
family residential units approved in the Marcola Meadows Master Plan that will not
be built) would be less than 500 ADT However, the elimination of the local street
connection to 31st Street at W will need to be evaluated in a focused Traffic Analysis.
In addition, churches and assembly ,halls generally ha~e very concentrated arrival
and departure times which can impact on-street traffic.' Therefore afocused access
analysis should be completed to determine if the proposed access to the site will be
adequate to accommodate the projected traffic. This analysis shouldfocus upon the
number and location of driveways and lefl-turn movements. Please contact the
Transportation Division for specifi6 direction prior to initiating a Traffic Analysis.
