The applicant has submitted plans to discuss the a~sociated development and any . issues that may arise. The responses provided are only applicabl,e to the plans provided and do not ensure final approval of any formal submittal. The final desi!,'11 for the Marcola Meadows Public Improvement Plan has not been approved by the City of Springfield at the time of the DIM meeting (October 30). As such any answers provided as part of the DIMmay change as the public improvement plans are finalized. . Applicant's Questions: 1. Are there any overall impediments foreseen by the City of Springfield to the approval of the LDS church d~velopment shown on the submitted .drawings? ' The site is in a 1-2 yr time of travel zone for the Pierce wellhead(see section 3.3-200 of the Springfield Development Code for additional details). This may present some issues to the proposed underground detention shown on the plans depending on the final design chosen. The proposed detention system may not be necessary as it appears the proposed site use (church) has a lower impervious area percentage than the under thecurre* master plan (residential). Regional detention areas are currently used to mitigate runoff from Marcola Meadows and it appears that this may be sufficient also for the proposed use." A full storm water report will be required showing that the proposed land use has similair or less runoff-than the existing master plan shows for the same area. This can be achieved by either site runoff characteristics or . mitigation of increased runoff before leaving the site. Stormwater treatment for the parking lot areas is currently sli,own to be through the use of a' grassy swale. The size proposed can handle a flow of approximately 0.2 cfs of runoff. Calculations will need to be proyided.showing that the runofffrom the water quality storm is within this limit. The'sizing criteria for grassy swales can be found in the Portland Stormwater Management Manual page 2-70 and the G:ity of Springfield design storm information is found in the Engineering Design and Standards and Procedures chapter 3. " Date Received: Planner: SH 16 - Db The site is cUrrently slated to drain wastewater to an existing: pwnp station that may not possess sufficient capacity to handle the additional flow. The site could possibly be drained through a conventional gravity sewer depending on'the final Marcola Meadows utility layout and/or the current pump station may be expanded to accommodate larger flows. In either case the peak wastewater flows from the proposed church will be appear to be approximately Y, of the anticipated flow from the current master plan use of residential housing. 2. Are the utilities proposed by Marcola Meadows development team generally approvable in the configuration presented by that developer to the City of Springfield? No major reyisions or additional requirements are anticipated to the current utility plans for Marcola Meadows as part ofthe public improvement plan process. < '1 3. What is'the process and time frame anticipated by the City of Springfield for reviewing and approval of our anticipated amendment to the M~rcola Meadows Master Plan? 4. What is the process and time frame for approval of the discretionary Use for the LOS Church Development, and is it subsequent to or concurrent with the master plan amendment process? I': 5. What is the anticipated time frameJor approval of cO,nstruction drawings for the Marcola meadows development team designed site utilities serving the LOS church site? Have the Marcola Meadows developers indicated their time line t6 serve this site to the City of Springfield? ! The Marcola Meadows Plans public improvement plans are currently under the first review and several mo~e reyiewsare anticipated before approval. There is no firm timeline from the developer as to when the utilities or roads would be constructed/completed. However there is a major tenant that is currently scheduled to begin construction in the spring of2009. For the City of Springfield to allow this construction a bond for all of the road and utility infrastructure for Marcola Meadows will be necessary at the time construction starts. For the proposed development to be granted occupancy the improvements along 3151 Street an~ Martin Driye would need to be completed. Date Received: Planner: SH /6 ,~
