1. The Applicant Submits a Pre-Submittal Meeting Appl'ication

The Pre-Submittal Application"is mandatorY. Please refer to the Fee 'Schedule for the current
application fee. The submittal package m'ust conform to the application completeness checklist
attached to this form. . Please refer to Page 4 for the Pre~Submittal requirements. Pre-
submittal meetings will be conducted every Tuesday and Friday between 10:00 a.m. and noon.
We will strive to condlJct the Pre-Submitt$1 meeting within five to seven working days of receiving
the application. .
2. Applicant and the City conduct the Pre-Submittal Meeting
:
We strongly encourage you, the owner and design team, to attend the Pre-Submittal meeting.
The meeting will be held with representatives from Public Works Engineering and Transportation,
Community Services (Building), Fire Marshall's office, and the Planning Division. The meeting will
be scheduled for 30 to 60 minutes. The Rlanner will provide you with a Pre-Submittal Checklist at
the end of the meeting specifying the items required to make the application complete,if it isn't
already complete. You will then have 180 days to make the application complete for submittal
and acceptance by the City. '

3. Applicant Submits a Complete Applic~tion
When you have addressed all of the items on the Pre-Submittal Checklist, please submit a
complete application to the Survey Sectior located at the NW Quad of City Hall. Refer to page 5
for the submittal requirements. The plat application fee will be collected at that time if the
application has been deemed complete. After Surveying and Planning staff checks and signs the
mylars the plat may then be recorded by the applicant's surveyor at Lane County.

documents delivered to the Development :Services Department prior to the issuance of any

This application is for a final subdivision on E Street within the City of
Springfield. The subdivision will be called Weeping Willow Subdivision
and proposes to create 6 lots, 2 standard residential lots and 4 panhandle
residential lots. The tentative subdivisi(lll (SUB2007-00034) was approved
July 31, 2007.
This application is for final subdivisioIl plat approval. All conditions of
approval are addressed below.

1. Prior to approval of the Final Plat, the applicant shall revise the sewer layout for lots 1
and 6. Specifically, lots 1 and 6 shall be provided with their own individual sanitary
sewer service behind the right-of-way and proposed public utility easem~nt.
The applicant has revised the sewer layout for lots 1 and 6, specifically providing each lot with
their own individual sanitary sewer service behind the right-of-way and proposed public utility
easement.
2. Prior to approval of the Final Plat, the applicant shall prepare and submit a
maintenance agreement for the joint-use stormwater pipe used to collect rooftop runoff
from lots 2-5, and for the joint-use filter strip that collects runoff from the shared
driveway. The m,aintenance agreement shall specify responsibility, frequency and shall
be distributed to all existing and future home owners.
The applicant has prepared and submitted for review a maintenance agreelllent for the joint-use
stormwater pipe used to collect rooftop runoff from lots 2-5, and for the joint-use filter strip that
collects runoff from the shared driveway. The maintenance agreement specifies responsibility,
frequency and will be distributed to all existing and future home owners.
3. Prior to approval of the Final Plat, grant additional easements as needed to place
junction boxes and utilities in conformance with the standards of the Springfield Utility
Board.
Any additional easements for junction boxes and utilities will be granted on the final plat.
4. Dedicate easements as specified in Section 32.120(5) when necessary to provide services,
including but not limited to sanitary sewers, stormwater management, water and
electricity, to the site and neighboring properties. The dedication of easements shall
also include any easements required to access and maintain watercourses'or wetlands
that are part of the City's Stormwater Management System.
The applicant has dedicated easements as specified in Section 32.120(5) when necessary to
provide services including but not limited to sanitary sewers, stormwater management, water and

test. The test results will be stamped by a professional engineer and submitted prior to approval.
