Steps in the Proces""
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for
the Pre"Submittal Application fee. The submittal package must conform to the application
completeness checklist attached to this form. You are required to submit 7 copies of the
submittal requirements packet for pre-submittal review. Pre-submittal meetings will be .
conducted every Tuesday and Friday between 10:00 am and noon. We will strive to conduct
the Pre-Submittal meeting within five to seven working days of receiving the application.

2. Applicant and the City conduct the Pre-Submittal Meeting
We strongly encourage you, the owner and design team to attend the Pre-Submittal meeting.
The meeting will be held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist at the end of the meeting specifying the items required to
make the application complete-if it isn't already complete. You will then have 180 days to
make the application complete for submittal and acceptance by the City.
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18
copies of the complete application to the City. A fee will be collected at that time and the 120
day calendar review period will begin. When the Planner has prepared a draft land use
decision, the draft will be mailed/faxed to the applicant/owner/design team for their review.
At the applicant's request, the planner will schedule a meeting to review the draft with
appropriate staff if certain issues need resolution before the final land use decision is issued.

This application will be used for both the required Pre-Submittal Meeting and subsequent
complete application submittal. Owner's signatures are required at both stages in the application
process. An application without the Owner's signature will not be accepted.

FOR THE
SCOTT LEATHAM TENTATIVE SUBDIVISION APPLICATION
.This application: is a proposal to subdivide the property at 6002 Main Street (Map 17-02-
34-32, Tax Lot 600) into six lots. Currently, the site is developed with a single-farriily house, .
covered patio, garage and tWo sheds; all buildings are to be removed. In conformance with the
Medium Density Residential classification of the site and surroWlding properties, all parcels will
eventually be developed with duplexes. It is not necessary to dedicate any land to the city.
Since Main Street is fully improved, no off-site improvements are necessary now or in
the future. We anticipate tree removal during construction of the proposed driveway and future
building construction. Per city request in the Development Issues Meeting, the design has been
laid out to allow the trees along the southwest property line to remain. A proposed Irrevocable
Joint Use Access driveway will be 20' wide and will meet fue' code as noted on the tentative
subdivision map: There iS'an existing fire hydrant in the southeast comer of proposed Parcel 6.
No fire turnaroWld is required since there is less than 300 feet from the hydrant to the most
remote buildable area on the subject site and no new hydrant is required since there is a distance
less than 600 feet.', :.
The Lane County Soil ~urvey shows the site as having Coburg-Urban Land Complex
(32). Permeability of this Coburg soil is moderately slow. The Soil Survey indicates that
Coburg-Urban Land Complex has a seasonal high water table of 1.5 to 2,5 feet from November
to May_ The Survey also indicates there may be problems with low soil strength in the Coburg~
Urban Land Complex soil. The existing houses in the neighborhood and the house on site were
not recently constructed and none of these houses show indications of adverse- impacts from the
soil. A Geotechnical Report was obtained and a copy of the report is included.
This project also requires applications to ODOT for ac~ess and stromwater drainage
permits. Per a pre-application meeting with ODOT, Division 51 access rules would make
approving more-than one approach to the property unlikely. A Minor Variance will be needed to
allow more than 4 lots or 8 dwelling units to take primary access from the shared driveway,

L DEFINITION OF TERMS
The following tems when used in this policy mean:
(aJ "insured": the insured named in Schedule A, and, subject to any rights or
defenses the Company would have had against the named insured. those who suc-
ceed to the interest of the named insured by operation oflawas distinguished from
purthase including, but not limited to, heirs, distributees, devisees, survivors, per.
sonal representatives, next of kin, or corporate or fiduciary successors.
(b) "insured c1a.imant": an'insured claiming loss or darrulge,
(c) "knowledge" or "known"; actual knowledg.e. notconstruetive k..'1cw\edge
or notice which may be imputed 10 an insured by reason of the public records as
defined in this policy or any other records which impan constructive notice of mat..,
ters affecting the land,
(d) "land": the l,and described or referre.droin Schedule A, and improvements
affixed thereto which".9Y law. constitute real, pro~ny. The term '''land'' do~s
not include any prOperly beyond the lines of the area described o~ referred (Q In
Schedule A. nor any nght, title, interest, estate or easement in ab.utting streets, roads,
avenues. alleys. lanes, 'ways or waterways. but nothing herein shall modify or limit
the extenLto which a right of access to and from the land is insured by this policy,
(e) "mortgage"; mortgage, deed of trust, trust deed, or other security instrumem.
([) "public records": records established under state statutes at Dale of Policy
for the purpose of imparting constructive notice of maIlers relating to real property
to purchasers for value and without knowledge. With respeet to Section 1 (a)(iv)
of the Exclusions From Coverage, "public records" shall also include environmen-
lal protection liens filed in the records of the clerk of the Uniled States district coun
for the district in which the land is located. . - .
(g) "unmarketability of the title": an alleged or apparent matter affecting the
title to the land, not excluded or excepted from coverage, wruch would entitle a'
purchaser' of the esta,te or interest described in Schedule A to be released from the
obligation to p'urctiaseby virtue of a contractual co~dition requiring the delivery
of ,marketable title.
2. CONTINUATION OF INSUR:\NCE AFTER CONVEYANCE OF TITLE
The coverage of (pis pqlicy shall'continue in forceasof Daie,of Policy in favor.
of an insured only SO long as the insured retains an estate or interest in the land,
or holds an indebtedness secured_by a purchase money mortgage given by a pur-
chaser from th'e insured, or only so long as the insuredshaU have.1iability by reason

the estate or i,nrerest. This policy shall not continue in force in Javor of any pur-
chaser from the insured of either (i) an estate or interest in the land, or (ii) an in-

3. NOTICE OF CLAL\I TO BE GIVEN BY INSURED CLAIMANT
The insured shall notify the Company promptly in writing (i) in case of any litiga-
tion as set fonh_in Section 4(a) belew, (ii) in case knowledge, shall come to an in-
sured hereunder of any claim of title or interest which is adverse to the title to the
estate or interest. as insured. and which might cause loss or damage for which the
Company may be liable by v,irtue of this policy. or (iij) if title to the estate or in-
lerest, as insured, is rejected as unmarketable. If prompt notice shall not be given
to the Company, then as to the insured all liabilit)' of the Company shall terminate
with regard to the matter or matters for. which prompt notice is required; provided,
however, that fai]ure 10 notify the Company shalf in no case prejudice the rights
of any insured under this policy unless the Company'shall be prejudiced by the
fail~'re and then only t6 the extent of the prejudice. '
4. DEFENSE AND PROSEClITlON OF ACTIONS; DUTY OF INSURED
CLAIMANT TO COOPERATE
(a) Upon written request by the insured and subject to the options. contained in
Seetl.on 6 of these Conditions and Slipul2.lioils, the Company, at its. own cost'and
wit!]out unreasonable deJay. shall provide for the defense of an insured in litigation
in which any third party asserts a claim adverse,to.the title or interest as insured,
but only as to those stated causes of action aJleging-a defect. lien,or encumbrance,

shall not be liable J?r and will not pay the fees of anyolher counsel. The Company
will nor pay 3ny fees, costs or expenses incurred by the insured in the defen~e of
those causes Of action which allege marters not insured against by this policy.
(b) The Company shall have the right, at its own cost.-to institute and prosecute
any action or proceeding or to do any other act which in its opinion may be necessary_
or desirable to establish the title to the estate or interest, as insured, or to preyent
or reduce loss,or damage to the insured. The Company may take any appropriale
action under the teITIlS of this policy, whether or not it shall be liable hereunder.
and shall not ifiereby concede liability or waive any provision of this policy. If the
Company shall exercise its rights under this paragraph, it shall do so diligently.
(c) Wheneverth~. Company shall have brought an action or interposed a defense
as required or perm~tted by the provisions of this policy. the Company may pursue
any litigation to final determination by a coun of competent jurisdiction and ex.
pressly reserves the right, in its sole discretion, to appeal from any adverse judg.
ment or order, .
(d) In all cases where this policy permits or requires the Company to prosecute
or provide for the 'Clefense of any action Of- proceeding, the insured shall secure
to [he Company the right to so prosecute or provide defense in the action or pro.
ceeding. and all appeals therein, and permit the Company to use, at its option; the
name of the insured for this purpo,se-, Whenever requested by the Company. the
insured, at the Co":!pany's ex~nse, shall give the Company all reasonable aid (i)
in.any action or proceeding, securing evidence, obtaining witnesses. prosecuting
or defending the action or proCeeding, or effecting settlement, and Cii) in any other
lawful act which in the opinion of the Company may be n~cessary or desirable to
establish the title tothe estate oril)terest as insured. If the Company is prejudiced
by the failure of the insured to furnish Ihe required cooperation, the Company's
obligations to the-insured under ~e policy sha1ltenninate, including any liability
or obligation to defend, prosecute, or cO'?-tinue any litigation. wi~h regard to the
matter or matters.. requiring such cooperation.
5. PROOF OF LOSS OR DAMAGE
In addilion to and after the notices required under Section 3 of these Conditions
and Stipulations have been provided the Company, a proof of loss or damage signed
and sworn 10 bX th,e insured claimant shall be furnished to the Company within
90 days after the insured claimant shall ascertain the facts giving rise to the loss
or damage. The proof of loss or damage shall describe the defect in. or lien or
encumbrance on the title, or other matter insured against by this policy whiCh con-
stitutes the basisqf loss or d3:mage and shall state, to the extent possible, the basis
of cakulating the apountof the loss or damage. If the Company is prejudiced hy
the failureof,the i~s,~r~ claiman! tc pr~vide the requi,red proof of loss or dama~e,
the Company s obligations to the Insured under the polIcy shall tenninate, includlllg
any liability or obligation to defend, prosecute, or continue any litil!ation, with.regard
to the matter or matters requiring such proof of loss or damage.,
In add-ition, the insured claimant may reasonably be required to submit to exaniina-
thin under oaili by a':lY authorized .representative of the Company and shall produce
for examination, inspection and copying, at such reasonable times and places as
may be designated by any authorized representative of the Company, all records,
books, ledgers, che~ks,- cOf!espond~nce and memcranda, whether bearing a date
before or after Date of Paltcy, whIch reasonably pertain to the loss or damage.

mit for examination-,under oath, produce other reasonably requested information

7. DETERMINATION, EXTENT OF LIABILITY AND COINSURANCE'
This policy is a contract of indemnity. against actual inonemry loss or damage
sustained or incurred by the, insured claimant who has suffered loss or damage by
reason of matters insured agairist by this policy and onIy to'the. extent herein described.
(a) The liability of.the 'Company under, this policy shall not exceed the lea~t of:
(i) the. Amount of Insurance stated in Schedule A; or,
(ii) the difference between the value of the insured estate or interest as insured
and the value of the insured estate or interest subject to the defect, lien or encum-
brance insured against by this policy. . .
(b) In the event the Amount of In.surance stated in Schedule A at l;e Date of
Policy is less than 80 percent of the value of th(:: insured estate or interest or ~e
full consideration paid for the estate or intere-st; whichever isless. or ifsubsequ,ent
to the Date of Policy an improvement is erected on the-land which increases the
value of the insured estate or interest by al least 20 percem over the Amount'of
Insurance stlited in Schedule A. then this Policy. is subject to the following: ..

The provisions of chis paragraph ~all not applY to costs, attorneys' fees and ex-
penses for which the Company is liable under this policy, and shall only apply'to
thai portion of any loss which,exceeds, in the aggregate, 10 percent of the Amount
ofInsurance stated in Schedule A. .
(c) The Company ",;m pay only those' costs. anomeys' fees and expenses incurred
in accordance with Section 4 of these Conditions and Stipulations.
E. APPORTlONME~'T
If the land described in Schedule A consists oLtwo or more parcels which are
not used as a single site, and a loss is established affecting one or more of the parcels
but not"all. the loss shall be computed and settled on'a pro ratabasis as if the amount
of insurance under this policy was divided pro 'rata as to the value on Date of Policy'
of each separate parcel to the whole, exclusive of any improvements made subse-
quent to Date of Policy, unless a liability or value has otherwise been agreed upon
as to each parcel by the Compl!,ny and the insured at the time of the issuance of
this policy and shov.:n by an express statement or by an endorsement attached to
this policy. ."
Y. LIMIT A TlON OF LIABILrTY
(a) If the Company establishes ,the title, or removes the alleged defect, lien or
encumbrance, or cures the lack ofa rignt of access to or from the land, or cures
the claim of unmarketability of title or othervt'ise establishes the'lien of the insured
mortgage, all as insured, in a reasonably diligent manner by an)' method. including
litigation and th;:: completion of any appeals t.'1erefrom, it shall have fully pe.rformed
its obligations with respecr to that matter and shall not be liable for anv loss or

LIABILITY

13. SUBROGATION UPON PAYMENT OR SETILEj\1E-'\'T
(a) The Com~y's Right of Subrogatian,
Whenever the Company ,shall have settled .and ,paid a claim under. this policy,
alJright of subrogation shall vest in the Company unaffected. by any act of the in-
sured claimant.
The Company shall be subrogated to and be entitled to all rights and .rem.ooies
which theinsureddaimant would have had against any person or propeily tn respect
to the claim had this policy not been issued. If req~esred by the CO.ffip'any: the in-
sured claimant shall transfer to the Company all nghts a~d remedies against any
person or property necessary in order, to pei-fect this right of subrogation. The in.
sured claimant shall permit the .Company to sue, compromise or settle in the name
of the insured claimant and to use (he' name of the insured claimant in any transac-
tion or litigation involving these rights or remedies.
If a payment ori account of a claim does not fully COl-'er the loss of the insured
claimant, the Company shall be subrogated to these rights and remedies'in the pro.-

If loss should result from any'act of the insured claimant, as stated above" that

(b) The CompanJ's Rights Against Non-insured Obligors.
the Company's right of subrogati~m against noncinsured obligors shall exist and
shali include, with~Ullimitation, the rights of the insureri to indemnities, guaranties,
other policies of insurance or bonds, notwithstanding any terms or conditions con-
tained in those instrtiments which provide for subrogiuion rig~ts by reason of this

14. ARBlTRA TION .
Unless prohibited by applicable law, either the Company or the'insured may de-
mand arbitration pursuanr to the Title Insurance Arbitration Rules of the American
Arbitration Association. Arbitrable'matters may include, but are not limited to:,any
controversy'or claim between the Company and the insured arising out of or relming.
10 this policy, any service of the Company in connection with its issuance or the
breach of a,policy provision or other obligation. All arbitrable matters when the
Amount ofInsuran'ce is $1,000,000 or less shall be arbitrated at the option of either
the Company or the insured. All arbitrable matters when the Amount of lnsurance
is in excess of$1 ,OOO,OOO,shall be arbitrated only when agreed to by both the Com-
pany and_the insured. Arbitration pursuant to this policy and under the Rules in
effect on the date the demand for arbitration is made or, at the option of the insured.
the Rules in effect,:at Date of. Policy shall be binding upon the parties. The a~'ard
ma)' include attorneys. fees only if the laws of the state in which the land is located
permit a court to award attorneys' fees to a prevailing party. Judgmem upon,the
award rendered by, th~,Arbitrator(s) may be entered in any coun having jurisdiction
thereof.
The law of the situs of the land shall apply to an arbitration under the Title In-
surance Arbitration Rules.

Introduction
, Branch EngineE'lring, In~ (BEl) has performed a limited site investigation for the purpose
of assessing the near surface site conditions for the rate of storm water infiltration and
support of a paved accessway. A site,reconnaissance and field'testing was conducted
on December 19, 2007.
Proiect Location and Descriotion
The subject sitejs relatively flat and is currently occupied by a single-story residence with
a detached garage. The remaining area of the approximately 3/4-a<::re site is covered with
short grass and matu~e fir and cedar trees around the perimeter of the property. The area
surrounding the subject site is mostly developed for residential dwellings, single- and multi-
family, with commercial development starting within a hundred feet west of the site.
The proposed site developnient is to create up to 6 residential building lots with an
associated permeable asphalt pavedassessway and underground utility installation. The
. residential structures are expected to be wood-frame construction with spread footings.
Some minor site grading is eXPEicted for accessway construction. .

. Site Exoloration
The scope of the field work consisted of advancing two (2) exploratory handcauger borings
on December 19, 2007. Infiltration tests were conducted in both borings at a depth of
approximately 2 feet below the ground surface (BGS) and after testing the boring were
deepened lo'about 4 feel BGS. The approximate locations of the borings are shown on
Figure 1. A summary of the subsurface conditions encountered is presented in the
following section. Copies of nearby well logs from the Oregon Department of Water
Resourceswelllog database, and NRCS on-line soil survey information are presented in
Appendix A .
The soil stratigraphy in each of the borings was visually classified in accordance with the
American Society of Testing and Materials (ASTM) Method 0-2488. In-situ field testing
consisteq of in-situ vane~shear testing of the fine-grain s'oiJs! dry. strength and dlJatency
testing, and field falling head infiltration testing.

Subsurface Soils and Geoloav
The near surface soils within the project area consist of Pleistocene age unconsolidated
to. semi-consolidated fluvial sedimentary terrace deposits of clay, silt, sands and gravels. '.
. The NRCS Web Soil Survey maps the majority of site area as part of the Cobucg-Urban
land complex, which is described as a moderately well drained, silt/clay alluvial soil
complex. '
The site borings indicate silty clay/clayey silt materials to a depth of at least 3-feet below
surface grade. Prior to our field work, lIie area had several days of rain and the tenants .
on site reported little standing water on the property; therefore, the fine-grain soils were
very moist wit~ a soft to firm consistency.
Groundwater
The borings did not encqunter the presence of groundwater or seepage to a. depth of 4 feet
BGS. There is also no indication in the borings of a fluctuating ground water table within
this zone, usually indicated by soil oxidation. Well logs from Thurston High School just
north of the subject site indicate ground water levels range between 10- to i5-feet BGS,
depending,on the time of year and location. Groundwater is not expected to influence the
construction of the proposed project; however, isolated areas of perched water may be
encountered during the wi,nter and spring seasons and should be ~mticipated during utility
french excavation.
Infiltration Testina
Based on field-testing on the north half and south half of the proposed paved accessway
location, the near surface vertical hydraulic conductivity is relatively consistent at about
2 feet BGS.' Coarser grain "bar-run" material is expected about 6 feet BGS and will likely
have a greater rate of infiltration. The analysis and infiltration test results are presented
below.
The rate of infiltration for a soil of given permeability is primarily dependent upon two
factors, the area over which infiltration occurs and the. pressure head: Using the
following vadose zone equations, an estimated vertical hydraulic conductivity and rate
of infiltration is presented in Table 1. A factor of safety has not been applied to the
calculated hydraulic conductivities. ,.

Conclusion & Recommendations
BEl concludes that the site is suitable for the proposed development, the following
recommendations are provided in anticipation that site grading will be minor, the
structures will Qe placed on shallow spread footings, and that only private asphalt
concrete pavements will be constructed on site.
Based on the site observations, subsurface exploration, results of field testing, and the
experience of this Geotechnical Engineer of record, th,ere are no adverse site

conditions that would preclude development of the site as proposed, provided that the
recommendations herein are incorporated into the design and construction of the
project.
Site Earthwo'rk.
The following recommendations are for earth\'Vork in the building pad areas and
roadway fill. Specific recommendations for roadway subgrade and base rock'sections
are provided in the subsequent Pavement Design section of this report.
Earthwork shall be performed in general accor.dance with the standard of'practice as
generally described iri Appendix J of the 2007 International Building Code. All areas of
fill intended to directly or laterally support structures or road/parking areas shall be
stripped of vegetation, organic soil, undocumented fill, ?r other deleterious material.
These strippings shall either be removed from the site or used in nonstructural areas.
The Geotechnical Engineer shall observe and approvesubgrade soils prior to placing
fills, base rock, or foundation forms. Areas of fill placement will require excavation of
the surface topsoil to a depth of about 24-inches below.existing surface grade. In the
area around the former residence, additional excavation may be required to remove
foundation debris. Should soft areas or areas of distinct soil color. variation be .
discovered, this office shall be notified to perform site o,bservation.
Imported material is expected to comprise site fills, is constructed. . BEl recommends
the use of nonexpansive, granular material for s,tructuraLfill areas. On site or imported
fine-grain soil may be used for fill with approval from the Geotechnical Engineer prior to
delivery to the site. Soil fill may require moisture conditioning (drying or addition of
water), specific compaction equipment, and field observation and testing to achieve the
required compaction standard herein. All material shall be approved by the.
Geotechnical Engineer prior to delivery to the site. Shoelld soil fill be used, it is
recommended that the site be graded so that all building pad areas be underlain with at
least 24-inches of consistent material type, whether it is structural fill or native material.
The native soils have a moderate shrink/swell potential,' therefore, it is recommended
that the upper 6-inches of all building pads be comprised of compacted 3/4" or 1"-0
crushed aggregate to mitigate soil moisture fluctuations.
If on site soil is used for fill, it is recommended that work be performed during the dry
season when site soil moisture content is more easily controlled for compaction,
Currently, the native soil' appears to be 3% to 8% over optimum moisture content.
Native soil shall be compacted to at least 90% of the material's maximum dry density as
determined by ASTM Method 0-1557'. The fine grain s()ils are moisture sensitive and
will soften with exposure to prolonged rainfall. It is recommended that earthwork be

performed during the dry season, generally May through October. Should earthwork be
conducted during the wet season, additional project costs will likely be incurred, such
as additional soil excavation, use of geotextiles or soil amendments for subgrade
support, and moisture control of the fill materials. . An optio,n is to use imported fill
. material, within 6-inches of the final grade, consisting of 3"-0 crushed, well graded rock
with less than 10% of the material'passing the No. 200 sieve The 3"-0 rock shall be
capped with at least 6-inches of 3/4" or 1 ':~O crushed aggregate. All imported granular
material shall be compacted to at least 95% of the material'smaximum dry density as
determined by ASTM Method 0-1557, and tested to measure compliance, Granularfill
materials not suitable for standard field density testing shall be proof-rolled every 12-
,.inches in thickness with a loaded 10 cubic yard dump-truck or equivalent piece of
equipment. .

Fill/Cut Slopes
Fill and cut slopes shall be constructed no' steeper than2: 1 (horizontal:vertical) and
shall be compacted to their outer edge by either back rolling or being over bUilt and cut
to grade All slopes shall be protected with erosion control measures and s,urface
water shall not be allowed to drain over the top of a slope. Foundations shall be placed
.. . such. that there is at least 5.lateral feet.from the.face of slope or outside a 1: 1 plane
projected from the toe of slope, whichever is greater.
Excavations
Utility excavations in the fine grain soils should stand near vertical up to 4 feet in depth.
These soils may be classified as OSHA Type A. Excavations into the. expected
underlying sand/gravel zone will be prone to caving and'are designated as an OSHA
Type B soil. .
Soil Searing Capacity
. Based on the site observations, conventional spread footing are expected to be
. constructed for the proposed site develoPment After conformance with the subgrade
pieparation recommendations provided hereih, the building pads are to be underlain
with at least 24-inches of consistent material type and capped with compacte-d crushed

All subgrade shall be observed by the Geotechnical Engineer prior to filling operations,
fill materials shall be approved by the Geotechnical Engineer, and the fill shall be
tested for compliance with the compaction specifications herein.. Upon satisfactory
completion of the site earthwork, the .allowable soil bearing capacity at the surface
grade of cut or fill building pads shall be 1,500 pst.
The native fine grain soil is moisture sensitive, and shall be covered with the
compacted crushed aggregate immediately after exposure. The footings shall be
protected from frost influence pursuant to current building code requirements. The
coefficient of friction for concrete poured neat against native soil is 0.35 and 0.50 for
crushed aggregate. The subgrade modulus (k) is 130 Ib/in3 for slabs bearing on at
least 6-inches of structurally compacted aggregate.
Perimeter landscape grades shall be sloped away from all foundations and water
should not be allowed to pond near footings. ..

The following recommendations shall be implemented in the design and construction of
the project. Periodic site observations by a geotechnical representative of Branch
Engineering Inc. are recommended during the construction of the project; the specific'
phases of construction that should be observed are:

Drainage
A complete site drainage system is expected to be engineered; drainage from and onto
adjacent properti~s should be considered in the design, particularly if existing
elevations are altered. Foundations constructed below grade may require footing
drains and shall be determined in the field. Underfloor low point drains are
recommended for all inhabitable structures. On-site dis'posal of storm water runoff is
deemed to be feasible based on the infiltration rates measured.
Pavement Design .
The presumed California Bearing Ratio for the native silty clay/clayey silt soil is less
than 5 thereby placing the soil in the poor subgrade class. Based on a 20-year design
life with up to a 90%. reliability, the 2003 revised Asphalt Pavement Design Guide,
published by the Asphalt Pavement Association of Oregon, recommends 4 inches of
asphalt concrete over 12 inches of aggregate base for the native soil. However, the
private accessway is only expected 10 receive heavy truck traffic during construction of
the homes and possible move in/out dates of residents;Iherefore, using conventional
construction materials, the recommended oavement section for the accesswav is 3
. .
inches of asohalt con'crete over 9 inches of crushed aaareaate base rock compacted to
95% of the, material's maximum dry density with a woven geotextile separation fabric
between soil subgrade and the base aggregate.
It is our understanding that a porous pavement section is being considered, in which
case, the base rock section will likely be governed by the required rock reservoir
capacity for retention and infiltration of the design starm:evenl. The base rock section
specifications for compaction, gradation, and material type to be placed below a
permeable asphalt should be provided'by the asphalt pavement supplier. Our research
shows that a typical base rock section may be 1.5~ to 2-feet thick and comprised of a
poorly sorted angular reservoir rock capped on top and bottom with about 2-inches of
finer graded filter rock, all encased in a geotextile filter fabric. The approximate
gradations of the rese~voir and filter rock are shown in 1;able 3. The rock should be a
shot quarry type material to increase the angularity of the rock as opposed to a river

deposit source that will be mare rounded and to movement under dynamic loading.
The reservbirrock should have'aboutAO% voids and not be over compacted during

construction.
