HISTORICAL REVIEW
WHAT IS IT?
The purpose of Historical Review is to encourage the preservation and adaptive use of identified Historic
Landmark Structures and Sites: Historical review also implements the Historical. policies of the Metro Plan,
Washburne Historical Landmark District, Chapter I of the Springfield Code - 1965 and OAR Chapter 660',
Reference: Article 30 of the Springfield Development Code,

HOW DOES IT WORK?
1. THE PRE APPLICATION MEETING: , '
The prospective applicant is encouraged to meet With staff in a Pre-Application 'Meeting to'become
familiarized with the review process and determine what is'requires for a complete application,
2. APPLICATIONSUBMITTAL:
The applicant filis otiC-the appropriate Histori~al Review Application describing the proposal and submits it
to the Development Services Department accompanied by any other requirements of submittal and a fee,
when required, to help offset the cost of processing, '
3. REVIEW:
Type I applications for Minor Alterations of Historical Landmark Sites and Structures will be reviewed by
,City Staff, Adjacent property owners,and occupants are ,not notified. The types of Minor Alteration .
reviewed are: '
a) Construction, modification 0;'- demolition of accessory structures;
b) Additions, partial or total demolitions or substatitial alterations to building facades of non-
contributing and intrusive structures;' '
.,...c) Replacement of damaged exterior features with virtually the same material.;
~ d)' 'Additions, partial demolitions or alterations to Historic Landmark Sites or Structures which fully
conform to the standards of Section 30,100 of the Development Code and which are not visible
from the street; " . ,
e) Installation of fewer than four parking spaces;
f) ,Installation of signs less than four square feet;
g) Any similar alterations or use which does not detract from the character of a Historic Landmark
Site or Structure. , '

T);peU applications for Major Alterations of Historic Landmark Sites or Structures will be reviewed by the
Historical Commission, The Historical Commission acts as' the Development Committee for issues
involving Article 30 H Historical Overlay District.: Adjacent property owners and occupants are notified
and may attend a public review ';'eeting and state their concerns, or send written comments, The types of
Major Alterations reviewed are:
, 'a) Additions, partial demolitions, orsuhstantial alterations to a building fa~ade;
b) Change to a more intensive use category as defmed in the underlying districts;
c) Installation of four or more parking spaces; ,
d) Removal or radical trimming of large established trees or vegetation, except where necessary for
.., " . immediate public safety as determined by the City Engineer,
, e) Special use in the Washbume Historic Landmark District listed in Section 30,080 (3) of the
Development Code;
f) New construction of 1,000 square feet or more within the Washburne Historic Landmark Districts;
