HomeMy WebLinkAboutResolution 08-48 11/03/2008 RESOLUTION NO. 08-48 A RESOLUTION OF THE CITY OF SPRINGFIELD AUTHORIZING THE CITY TO EXPEND FUNDS TO COVER THE COST OF ELECTED AND CERTAIN APPOINTED OFFICIALS ATTENDANCE AT COMMUNITY EVENTS AND CELEBRATIONS. WHEREAS, the City of Springfield elected.lmd appointed officials are often invited to community events and celebrations by both other governments and charities (organizations with a 501(C)(3) or similar tax status); and WHEREAS, the Common Council finds that it is a matter of City concern and appropriate for these officials to attend these events; and , WHEREAS, attendimce often demonstrates community support for certain charitable, economic and governmental programs and activities; and WHEREAS, attendance at these events often encourages communication amongst and between elected and appointed officials thereby enhancing intergovernmental cooperation, collaboration, partnership; and WHEREAS, recent amendments to Oregon Ethics Laws regarding definition of gifts, has created confusion as to when Springfield officials may accept invitations. NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield that when invited: 1. City Councilors, Mayor, City Manager, Assistant City Manager, and other city employees as designated by the City Manager, may attend community events and celebrations sponsored by other governments and charitable organizations with 501(c)(3) or similar tax status. 2. When in attendance, they are appearing in their official capacity. 3. When in attendance they are supporting and receiving communication and information regarding matters of community emphasis and concern. 4. The City of Springfield may cover the cost or reimburse the official. Such reimbursement shall not include travel or lodging, which are covered in the City's travel policies. 4. This resolution applies to community events and celebrations which occur within the State of Oregon.
