NOTE: o Conditions of Approval - taken from Notice of Decision dated: 3/25/2008 o Applicant Response - taken from: Narrative submitted September 18, 2008 Condition #1: Prior to Final Plat approval, Parcel 2 must be revised to contain at least 45 feet of frontage to Deadmond Ferry Road. Applicant Response: Parcel 2 has been revised to contain 45 feet of frontage as shown on the 'Partition Plat included with this application. Staff Finding: This condition has been met. Condition #2: Prior to Final Plat, the applicant shall obtain necessary plumbing permits and construct all pipe work proposed on the private property area. In addition, prior to Final Plat, an encroachment permit will be required for connecting to the existing 6 inch waste water lateral located within the public right-of-way and within the 7 foot public utility easement. Applicant Response: Permit numbers 2008-00892 and 2008-00915 are submitted as part of this packet and should satisfy this condition. Staff Finding: This condition has been met. Condition #3: Prior to approval of the Final Plat, the applicant shall obtain necessary encroachment permit for all new storm pipe and rip rap work located in the existing public drainage ditch located along the west side of the property. Applicant Response: Permit numbers 2008-00892 and 2008-00915 are submitted as part of this packet and should satisfy this condition. Staff Finding: This condition has been met. . Condition #4: Prior to Final Plat approval, identify the seed mix for the water quality swale. The seed mix shall meet the requirements of the City's interim design standards as required in Section 3.02 of the EDSPM. " ~ Condition #5: The water quality.swale shall be fully vegetqted. with all vegetation species established prior to approval of Final Plat.. Alternatively, if this condition cannot be met, the applicant shall provide and maintain additional erosion ,control/water quality measures acceptable to the Public Works DepartfJIf!nt that will suffice until such time as swale vegetation becomes fully establishea.. . . Applicant Response: The water quality swale has been seeded and an erosion control blanket has been added. Pending addition of some rock around an inlet, this condition is satisfactory to City Public Works Staff. . Staff Finding: This condition has been met. Condition #6: Prior to approval of the Final Plat, the common driveway must be constructed to support an 80,000 pound imposed load per Springfield Fire Code 503.2.3 and SDC Appendix 102.1 Applicant Response: Attached to this application is a statement from Durbin Excavating confirming that the driveway was constructed with the materials that support an 80,000 pound load. Staff Finding: This condition has been met. Condition #7: Prior to Final Plat approval, the plat shall be revised to include: . A 10 Foot access easement centered on the common lot line of parcels 1 and 2, to allow the city to access the drainage easement for maintenance, and Applicant Response: An Easement Relocation Agreement was recorded August 25,2008, Reception No. 2008-048623 which includes the 10 foot access easement centered on Parcels 1 and 2. A copy of said agreement is included in this application. Staff Finding: This condition has been met. l . A 25 foot maintenance/ access easement at the NW corner of the site, to allow the city to maintain the public drainage way, and Applicant Response: An Easement Relocation was recorded August 25,2008, Reception No. 2008-048623 which includes the 25 foot access easement at the NW corner of ParcelL A copy' of said agreement is included in this application. Staff Finding: This condition has been met. Both easements shall preclude the construction any rooflines and/or overhangs that encroach into the easements. Applicant Response: Applicant understands that both easements preclude the construction of any rooflines and/or overhangs that may encroach in the easements. Applicant Response: The Public Maintenance Access Easement was relocated by Easement Relocation Agreement, recorded August 25, 2008, Reception No. 2008-048623. A copy of said agreement is included with this application. Date THIS IS NOT A DECISION ON THE PLAT. The plat pre-submittal meeting shall be held within one year of the date of the Land Division Tentative approval. A complete Land Division Plat application shall be submitted within 180 days of the pre-submittal meeting. If the applicant has not submitted the Land Division Plat application within these time frames, the Land Division Tentative approval shall become null and void and re-submittal of the Land Division Tentative application shall be required per SDC 5.2-140. . Applicant Submits a Land Division Plat Application for Pre-Submittal . 0 The application must conform to the Land Division Plat Pre-Submittal Requirements Checklist on pages 5 & 6 of this application packet. o 'The purpose of pre-submittal is to ensure the applicant has all items necessary for a complete submittal. o A pre-submittal meeting to discuss completeness is mandatory. . 0 Pre"submittal meetings are conducted every Tuesday and Friday, from 10:00am - noon. o We strive to conduct the pre-submittal meetings within five to seven working days of receiving the application. 2. Applicant and the City Conduct the Pre-Submittal Meeting o The applicant, owner, and design team are strongly encouraged to attend the pre- submittal meeting. o The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. o The meeting is scheduled for 30 to 60 minutes. o The Planner provides the applicant with a Pre-Submittal Checklist at the end of the meeting specifyfng the items required to make the application complete if it is not already complete. o The applicant will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Land Division Plat Application o When the applicant has addressed all items on the Pre-Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents' are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. o The application must conform to the Land Division Plat Submittal Requirements Checklist on page 6 of this application packet. o If the submittal is deemed complete, the City Survey Section will sign-off on the City Survey approval sheet and send the applicant to the Development Services Department for application submittal and fee collection. o Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County &. Submits Plat and Documents to City o After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. o After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development Services Department prior to'the issuance of building permits. '1 LAND DIVISION PLAT APPLICATION PROCESS Applicant submits land division plat application for pre-submittal (See Land Division Plat Pre-Submittal Requirements Checklist) 1 City departments review application for completeness and hold pre-submittal meeting to' discuss completeness issues with applicant and applicant's representatives. ~~ Applicant addresses incomplete items. I City Surveyor checks application and returns comments to applicant's surveyor. = Applicant's surveyor corrects plat and returns to City Surveyor. City Surveyor conducts field check and returns comments to applicant's surveyor ~ / Applicant's surveyor sets new monuments and flags existing ones. 1 Once no errors appear on the plat and a current title report is submitted, applicant's 'surveyor is given ok to submit complete land division plat application. 1 After ok given from City Surveyor and applicant has addressed all incomplete items from --. pre-submittal, applicant submits complete application to the City Survey Section (See Land Division Plat Submittal Reauirements Checklist) 1 City Survey Section signs-off on City Survey approval sheet and sends the applicant to the Development Services Department for application submittal and fee collection. 1 Planning staff checks and signs mylars and notifies applicant's surveyor of apiJroval. 1 Applicant takes plat and accompanying documents to Lane County for recording.' 1 Applicant brings copies of recorded plat and documents to Development Services Department.
