The Partition Plat application was reviewed for conformance with Public Works recommended findings and conditions as outlined below with the following corresponding responses: SANITARY SEWER Condition; Prior to [mal plat, the applicant shall obtain approval and necessary plumbing permits and construct all pipe work proposed on the private property area. In addition, prior to [mal plat, an encroachment permit will be required for connecting to the existing 6 inch waste. water lateral located within the public right-of-way and within the 7' public utility easement. PW Response: The applicant has obiained referenced permits for work Therefore, this conditioil has been satisfied. STORMW A TER MANAGEMENT Condition: Prior to Final Plat approval, the applicant shall obtain necessary encroachment permit for'aU new stotrn pipe and rip rap work located in .the existing public drainage ditch located along the west side of property. PW Response: The applicant has obtained referenced permit and completed work Therefore, this condition has been satisfied. WATEROUALITY Condition: Prior to Final Plat approval, the applicant shall submit a proposed seed mix for the water quality swale. The seed mix shall meet the requirements of the City's interim design standards as required in Section 3.02 of the EDSPM. The City of Portland stormwater management manual may be referenced for design. PW Response: The work has been completed with erosion control measures acceptable to the LDA? inspector. Therefore, this condition has been satisfied. Condition: To ensure a fully fimctioning water quality system and meet objectives of Springfield's MS4 permit, the Springfield Development Code and the EDSPM, the proposed private vegetative water quality swale shall be shall be fully~vege~ated wi_thtll /~ Date ReceIved: or ;)(0 l-{") . Alternatively, if this condition cannot be met, the applicant shall provide and maintain additional interim erosion control/water quality measures acceptable to the Public Works Department that will suffice W1til such time as the swale vegetation becomes fully established. SIDEWALKS & IMPROVEMENT AGR.~EMENTS Condition: Prior to approval of the Final Plat, the applicant shall obtain approval and all necessary Public Works driveway curb cut permits for closing existing driveway and for proposing and constructing the new driveway as shown on plans which will serve as the primary access to this development, ' PW Response: The permit has been obtained and final approval will be per Transportation Division. EASEMENTS AND RIGHTS OF WAY Condition: Prior to approval of the Final Plat, the applicant shall make provisions for, obtain City approval, and successfully secure necessary vacations of existing public maintenance access easement as needed for proposed development and obtain approval and record a new public maintenance access easement acceptable to the City of Springfield. The existing maintenance access easement is referenced as Lane COWlty Reception No: 2004-022213. The City of Springfield must approve a new maintenaDce access easement prior to allowing vacating of the existing public maintenance access easement. The minimum width of the proposed maintenance access easement shall be 14 ft and shall run adjacent to and the full length oft:J::Ie existing drainage ditch top of bank located on the:: west side of property. PW Response: This condition appears to be met since Maintenance Department has allowed an exception to the 12' access easement. Plans indicate a 10' access easement from wall to wall of buildings. Note that it appears no overhangs will be allowed on the walls inquestion. This will have to be conditioned on plans. OTHER PERMITS Condition: Prior to approval of the Final Plat, if it is determined that project is subject to FEMA floodplain requirements, the applicant shall obtain necessary approval and permits through the City of Springfield Planning Department where a floodplain permit may be necessary. PW Response: This condition is pending approval from Planning Department for possible floodplain permit; otherwise this condition has been satisfiedfor Public Works Engineering requirements.
