The recommended findings and conditions outlined below are provided for your use in preparing the land-use decision. . General Findinrr: The subject property is a ]9,037 square-foot parcel located on the west side of 54th j Street north of Main Street (Map 17-02-33-31, Tax Lot #300). The parcel currently holds one single-family residential unit. Approval of this proposal would partition the property to create three parcels; the existing residence would remain on Parcel 2. Transportation System Impacts Findinl!:: Abuiting the subject site, 54th Street is a 20-foot wide, asphalt-paved, two-lane local / street; there are no curb; gutter, sidewalk or street light improvements on 54th Street. Average daily traffic on'54th Street is estimated to be less than 1000 vehicle trips per day. Findinl!:: Based on ]TE Land Use Code 210 (Single-Family Detached Housing) full development of the two additional parcels with single-family residential uses would generate 20 additional . vehicle trips per day and 2 PM peak-hour vehicle trip onto the surrounding street system. In j addition, assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety ofland uses, including this site. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. . . . .. Findinrr: Additional vehicular and pedestrian traffic created by development of the subject jProperty would contribute to the need for paving, curb/gutter, sidewalk and street lighting improvements on 54th Street. The absence of these improvements .abutting the property makes construction of improvements on the property frontage economically and technically impractical at this time. Execution of an Improvement Agreement for these improvements is warranted in accordance with provisions of SDC 32.020 (10). Findinll: Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points increases the probability of traffic crashes. SDC 32.080(1) (a) stipulates thai each parcel is entitled to "an approved access to f! public street." . Findinll: Existing access to the property is via a Unshaped gravel dl1veway with culvert.. . . / connections to 54fh Streetnear the north and south property boundaries. The applicant proposes access to Parcels 1 and 2:via a 26-'foot wide double panhandle lot configuration and 20-foot wide joint-use driveway along the south side ofParcel3.
