The recommended findings and conditions outlined below are provided for your use in preparing the land-use. decision. . SANITARY SEWER j' Finding: Section 32.100 of the SDC requires that sanitary sewers shall.be installed to serve each new development and to connect developments to existing mains. Additionally, installation of sanitary sewers shall provide sufficient access for maintenance activities. x Finding: Section 32.100 (5) of the SDC requires that proposed developments in unincorporated urbanizab1e land shall have the approval of the Lane County Sanitarian for all septic system designs, ') ! Finding: There is an existing 4 inch private sewer line which serves the exiting house which is located on the parcel2. 'I Finding: The applicant has proposed cutting the existing 4 inch private sanitary sewer , serviceto serve parcel 3. jFinding: The applicant has proposed a new 4" private sanitary sewer lateral to serve parcell and parcel 2 ofthe partition. The connection to the existing 8 inch public sanitary sewer is in 54th Street. . CuJ.3 I Condition: Prior to approval <if the Final Plat, the applicant shall extend the proposed' sanitary sewer service lateral for parcell past the limits of the required paving for the joint-use driveway. C9Jt./ I Condition: Prior to approval of the Final Plat, the applicant shall extend the new sanitary lateral to the existing house on parcel 2 and reconnect the service to the house. / STORMW ATER MANAGEMENT Finding: Section 32.110 (2) of the SDC requires that the Approval Authority shall grant development approval only where adequate public and/or private stormwater management systems provisions have been made as detemlined by the Public Works Director, consistent with the Engineering Design Standards and Procedures Manual (EDSPM). ~,5 (1J'b ~'l Wg J Finding: Section 32.110 (4) of the SDC requires that run-off from a development shal1 be directed to an approved stormwater management system with sufficient capacity to accept the discharge. . I Finaing: Section 32.110 (5) of the Springfield Development Code (SDC) requires new developments to employ drainage management practices, which minimize the amount and rate of surface water run-off into receiving streams, and which promote water quality. Finding: To comply with Sections 32.110 (4) & (5), Sheet 2 Note 17 asserts that J stormwater runoff from the driveway is proposed to be directed into a vegetated buffer strip between the southern property line and the private drive. Sheet 2 Note I? also . asserts that the rooftop runoff from parcel 2 shall be directed to the roadside ditch via a 4 . inch pipe. . / Finding: Sheet 2 Note 17 asserts that the rooftop runoff from parcel 3 shal1 be directed to the roadside ditch; however, the mechanism by which this is to occur is not clearly identified on the plans. j Finding: Sheet 2 Note 17 asserts that the rooftop runoff from parcel I shal1 be directed to a drywel110cated in the northeast comer of parcel I. The applicant has provided a preliminary drywel1 feasibility report which asserts that a drywel1 is feasible for parcel I. However, upon further investigation of the Coburg-Urban Land Complex Soil in the SCS Soil Survey for Lane County, the high water table would preclude the use of a drywel1 in this area. . Condition: Prior to final plat approval, the applicant shal1 show how rooftop runoff from a structure sited on parcel 3 is to be conveyed to the roadside ditch. Condition: Prior to Final Plat approval, the applicant, to comply with Sections 32.11 0 (4) & (5), shal1 direct the rooftop runoff from parcel one to another approved stormwater management system, other than a drywel1, with sufficient capacity to accept the discharge Condition: Prior to Final Plat Approval, the applicant shall instal1 a culvert (10 inch minimum) to convey the flow from the roadside ditch under the joint use driveway that serves parcels 1 and 2, and the driveway the serves parcel 3. Condition: Prior to Final Plat Approval, the applicant shal1 show how parcel 3 wil1 be graded to properly drain to the roadside ditch. I PUBLIC STREETS. SInEW ALKS & IMPROVEMENTARGEEMENTS Finding: Section 32.020 (7) (b) of the Springfield Development Code requires that wh~never a proposed land division or development wil1 increase traffic on the City street system and that development has any unimproved street frontage abutting a ful1y improved street, that street frontage shal1 be ful1y improved to City specifications. Exception a notes that in cases of unimproved streets, an Improvement Agreement shall be required as a condition of Development Approval postponing improvements until such time that a City street improvement project is initiated. ~I Condition: Prior to approval of the Final Plat, the applicant shall execute and record an . Improvement Agreement for@Street, for curb, gutter, sidewalk, storm sewer and street lighting.." . - . C . . ~ . I UTILITIES. EASEMENTS AND RIGHTS OF WAY Finding: $ection 32.120 (3) of the Springfield Development Code requires each development area to be provided with a water system having sufficiently sized mains and lesser lines to furnish adequate supply to the development and sufficient access for maintenance. Springfield Utility Board coordinates the design of the water system within Springfield city limits, The current plan proposal does not show locations or sizes of proposed water lines. Finding: Section 32.120 (5) of the SDC requires applicants proposing developments / make arrang<;ments with the City and each utility provider for the dedication of utility easements necessary to fully service the development or land beyond the development area. The minimum width for public utility easements adjacent to street rights of ways shall be 7 feet. The minimum width for all other public utility' easements shall be 14 feet. j Finding: The current plan depicts an existing water meter along the frontage of 54th Street to serve parcel 3. . . j Finding: The applicant has proposed a 7 foot public utility easements along the frontage of 54th Street, satisfying Section 32.120 of the SDC. Additionally, a 20 foot irrevocable private access and utility easement has been proposed ov~r parcell to benefit parcel 2. OTHER PERMITS NOTE: The intent ofthis list is to give a developer insight about requirements related to public improvements before they develop their property. FEES AND PERMITS SYSTEMS DEVELOPMENT CHARGE: Pay applicable Systems Development Charges when building permits are issued for developments within the City limits or within the Springfield Urban Growth Boundary. (The cost relates to the amount of increase in impervious surface area, transportation trip rates, and plumbing fixture units. Some exceptions apply to Springfield Urban Growth areas.) [Springfield Code, Chapter II, Article II] Systems Development Charges (SDC's) will apply to the construction of buildings and site improvements within the subject site. The Charges will be based upon the rates in effect at the time of permit submittal for buildings or site improvements on each portion or phase of the development. SANITARY SEWER IN-LIEU-OF-ASSESSMENT CHARGE: Pay a Sanitary Sewer In-Lieu-of-Assessment charge in addition to the regular connection fees if the property or portions of the property being developed have not previously been assessed or otherWise participated in the cost of a public sanitary sewer. Contact the Engineering Division to determine ifIn-Lieu"of-Assessment charge is applicable. [Ord 5584] PUBLIC INFRASTRUCTURE FEES: It is the responsibility of the private, developer to fund the public infrastructure. OTHER CITY PERMITS: Encroachment Permit or Sewer Hookup Permit (working within right-of-way or public easements) example: new tap to the public storm or sanitary sewer, or adjusting a manhole. [The current rate is $130 for processing plus applicable fees and deposits] Land & Drainage 'Alteration Permits (LDAP). [Contact the Springfield Public Works Department@ 726-5849 for appropriate applications/requirements] ADDITIONAL PERMITS/APPROVALS MAY BE NECESSARY: . Metropolitan Wastewater Management Commission (Pump station, sanitary sewers 24 inches or larger) . Lane County Facilities Permit (lfthe project is within Lane County jurisdiction) . Railroad (If the project crosses a railroad) . . Oregon Department of Transportation (lfthe project.is within ODOT jurisdiction) . Division of State Lands (Stonn water discharge, wetlands) . Oregon Department of Environmental Quality (Erosion control (5.a~res or greater), pump station, storm water discharge, wetlands) . U.S. Army Corps of Engineers (Storm water discharge, wetlands).
